HomeMy WebLinkAboutMinutes Crime Control And Prevention District - 09/21/2016 Minutes Crime Control and Prevention District Wednesday September 21, 2016 Corpus Christi City Hall, 1201 Leopard, 6th Floor Conference Room Members Present Randall Hicks Jesse Olivares Zelner Houchin Susie Luna Saldana Raymond Lara Bradly Tindall Scott Leeton Joan Veith Judy Loverde Call to order Susie Luna Saldana called the meeting to order at 2:34 p.m. Prior to the approval of the minutes,Pat Eldridge asked the members to review the list of members present listed in the minutes of the August 17, 2016 meeting. Randall Hicks, Zelner Houchin, Raymond Lara, and Bradly Tindal verified that they were absent from the meeting. Scott Leeton moved and Zelner Houchin the motion to approve the minutes of the August 17, 2016 meeting. The motion passed with Randall Hicks and Bradly Tindall abstaining from the vote. Report for the Chief of Police Chief Mike Markle reported that an update on the parking lot was given to the City Council at their last meeting. Aside from the painting of the building, the eradication of the bees and bats, the only other item that will be funded from the original project will be the security fence. An additional funding source for the security gate was obtained as City Manager Margie Rose was willing to fund the gate. The fence should be completed within 90 days of the award date. Several items on the original project will not be completed at this time. The pergula, granite wall, and paving of the parking lot will also not be completed, but can be added in the future for an approximate cost of $60,000. Crime Report Since the last meeting there were high profile incidents, i.e, homicides and bank robberies with suspects developed and or arrested. Crime is continuing to trend upward as big crimes are seen as higher rates. The members commended the police officers for `going the extra mile' in quickly finding an eight-year-old child who was reported missing. There were also two `stranger danger' reports. One suspect was arrested and the other has yet to be apprehended. City Auditor Report. There was no City Auditor report. Financial report • $5,567,316.38 or 74.06% of the budgeted revenue has been received • $6,029,819.42 or 67.88% of the budged expenditures have been expended • $2,619,629.03 is the unencumbered balance of expenditures A question was posed by Scott Leeton regarding what made up the expenditures in professional services in Police Officer Cost. Constance Sanchez, Director of Financial Services, reported that the expenditures were for MuniServices, regarding contingency fees for sales tax; Valero Markets for car washes, which have since been discontinued, and K9 efficiency training. Juvenile Assessment Report The JAC is continuing to work on truancy reform. They are collaborating with Del Mar College to provide students with opportunities to obtain their GED. Case management has increased from last month from 66 to 71 students. The JAC will be meeting with the Municipal Court Supervisor Gilbert Hernandez to discuss the possible duplication of services. The JAC is involved with community events including the Annual Day of Kids at the Boys and Girls Center and West Oso Lights Out Festival Graffiti Eradication There were 292 work orders,one more from last month. There are two more active taggers causing high-dollar damage. One of the taggers uses a different method and was identified through his social media accounts. He uses a fire extinguisher filled with paint and water reaching a greater area. Crime Prevention Advisory Report As there are a few weeks left in the current fiscal year, decisions must be made regarding advertising for the Crime Control and Prevention District election. Proposals for advisements must be decided upon so as to encumber the funds. Information was presented on billboard, television, and radio advertisements and the frequency of the showing the advertisement. Television advertisements will be obtained for one month and billboard advertisements will be rented until the date of the election. A committee consisting of Susie Luna Saldana, Betsy Pimental, and Scott Leeton, will meet with Lamar Advertising regarding the billboard advertisement to determine the design of the billboards and which billboards to rent and with KIII TV-3 to for the billboard and television advertisement. Randall Hicks moved and Judy Loverde seconded the motion to approve expenditures for television advertising for one month with KIII TV-3. The motion passed 9-0. Randall Hicks moved and Joan Veith seconded the motion to authorize and expenditure of$4,000 from the fiscal year 2017 for digital advertisements. The motion passed with Zelner Houchin abstaining stating that looking at billboards may cause distracted drivers. Jesse Olivares reported that the executives of his company have approved funding the cost of making 300 yard signs Identify Items to be Placed on Next Agenda No items were identified to be placed on next month's agenda. Public Comments There were no comments from the public. Adjournment Susie Luna Saldana moved to adjourn the meeting. The motion passed unanimously. The meeting adjourned at 4:10 p.m.
