Call to order
Susie Luna Saldana called the meeting to order at 2:32 p.m.
Approval of Minutes
Scott Leeton moved and Joan Veith seconded the motion to approve the minutes from the October 19,2016 meeting
as presented. Bradly Tindall stated that he would abstain from the vote as he was absent at the last meeting. The
motion passed four votes with one abstention.
Report for the Chief of Police
Chief Mike Markle informed the members that the riot gear has been issued. The non lethal utilities(impact weapons)
are in the process of being issued and training is ongoing. The department is waiting on delivery of the last twenty-
five patrol rifles. As soon as they are received,training will be held to get them out into the field. The Department is
gearing up for another academy. The Women in Policing seminars have begun to try to get females interested in
policing to let them know they can do the job and to break the social bounderies. As the department is still under the
Department of Justice's consent decree it is important to keep the number of women applicants up for the next
Academy. The start date for the Academy will be in the summer of 2017. The department will see in January 2017
what the attrition rate is at that time and then set the date for the Academy. Scott Leeton asked how many officers
are currently on the department. Chief Markle responded that we have 444 officers. Senior Officer Leeton also asked
what was the budgeted strength of the department. Chief Markle responded that the budgeted strength is 439.
Crime Report
Captain Jason Brady gave the Crime Report. Captain Brady stated that the statistics on the first page of the report is
Uniform Crime Report(UCR)which compares Corpus Christi to the national average for a comparable city our size
and for all populations for the year 2015.He noted that in some categories we are higher and some categories we are
lower than the national average of cities that report UCR data. Captain Brady then noted that in November 2016 there
were two homicides. A suspect has been identified and have in custody for one homicide and we are exhausting all
leads for the other homicide.
City Auditor Report
There was no City Auditor report.
Financial report
Assistant Director of Finance Alma Casas presented the financial statements for the month September 2016.
• $6,643,318.06 or 88.37%of the budgeted revenue has been received
• Sales Tax as of September 2016 was $6,613,978.67 or 92.26% of the budgeted revenue and 88.19% as
compared to last fiscal year.
• $7,528,135.18 or 84.75%of the budged expenditures have been expended
• $772,254.32 is the unencumbered balance of expenditures
Susie Luna Saldana thanked Scott Leeton for his work in helping to pass the proposition to extend the life of the Crime
Control District. Randall Hicks thanked Bradly Tindall on behalf of the Police Foundation for his work.
Juvenile Assessment Report
Becky Perrin, Assistant Director of Parks and Recreation, stated there were 89 active cases. They are working on
collaborating with Municipal Court how we can help the children they see in their caseload and can possibly be done
between the JAC and Municipal Court. Drafts of two Memoranda of Understanding(MOUS)were received from the
Nueces County Truancy Committee which will be finalized within the next two weeks.The first draft MOU was with
the Justices of the Peace and the other with school districts on taking caseloads from them. The Truancy Committee
has been tasked with coming up with a truancy plan since all the laws have changed. They have been tasked to
provide case management services for the Justice of the Peace courts and that those youths be residents of Corpus
Christi. Susie Luna Saldana thanked the JAC for their initiative of working with the courts. Joan Veith inquired as
to what is being done about bullying. Ms.Perrin stated that a lot of what is done goes with the character classes inside

the schools with the JAC program. Through Latchkey and other programs not funded by the Crime Control District,
the bullying issue is being dealt with. The bullying issue is not just with the youth but also with seniors at the senior
centers.
Graffiti Eradication
Senior Officer Mike Rogers was introduced as the new Graffiti Investigator. As of September there were 303 active
cases left this month.A warrant was obtained for the person identified last month and he was arrested.
Crime Prevention Advisory Report
The members congratulated Betsy Pimental for her work regarding the advertising for the renewal of the Crime
Control District during past election. Ms. Pimental stated that there are two new Neighborhood Watches. This past
month they did presentations on bullying,stranger danger,active shooter,and Holiday Safety.The Halloween Safety
Initiative was successful and they are gearing up for the upcoming Holiday Initiative. They assisted U. S. Customs
with their Red Ribbon week visiting 12 schools spoke to approximately 7,000 elementary school students.They started
Crime prevention videos on Facebook. They partnered with the Public Information Office to to do videos to go out
every three weeks.At present they have done school bus laws,stranger danger,auto theft. The next videos will be on
family violence and property crimes.Chief Markle stated that the Holiday Initiative will begin on Black Friday around
Moore Plaza,the Mall and Wal Mart areas to lessen the amount of auto burglaries.
Action Items:
Agreement with MuniServices for Sales Tax Compliance Review
Alma Casas,Assistant Director of Finance,asked the members to renew the contract with MuniServices for Sales Tax
compliance review. When asked what services MuniServices provides, Mrs. Casas stated that the company asks for
reports from the State Comptrollers Offices of those who paid and those who did not pay sales taxes and for deliquency
reports. MuniServices attempts to collect from those delinquent payers. Randall Hicks moved and Scott Leeton
seconded the motion to approve the agreement with MuniServices,motion passed unanimously.
Discuss having a December Meeting
Scott Leeton moved and Bradly Tindall seconded the motion to not have a meeting in December,motion passed.The
next meeting of the Crime Control District will be on January 18,2017.
Identify Items to be Placed on Next Agenda
Susie Luna Saldana asked that the Board be given an update on the parking lot and an update on what the City is doing
regarding the synthetic drug issue.

Adjournment
Susie Luna Saldana moved to adjourn the meeting. The motion passed unanimously. The meeting adjourned at 3:10
p.m.
