HomeMy WebLinkAboutMinutes Crime Control And Prevention District - 01/18/2017 Minutes Crime Control and Prevention District Wednesday January 18,2017 Corpus Christi City Hall, 1201 Leopard,61"Floor Conference Room Members Present Christoper Cruz Jason McCahan Cissy Garcia Brian Rosas Randall Hicks Susie Luna Saldana Scott Leeton Joan Veith Members Absent Brandey Batey Call to order Susie Luna Saldana called the meeting to order at 2:03 p.m. Election of New Officers Scott Leeton nominated Susie Luna Saldana for President and Joan Veith seconded the motion. Joan Veith nominated Scott Leeton for Vice President and Susie Saldana seconded the motion. Scott Leeton nominates Joan Veith for Secretary and Susie Saldana seconds the motion. All motions passed. Approval of Minutes Scott Leeton moved and Susie Saldana seconded the motion to approve the minutes from the November 16, 2016 meeting as presented. The motion passed 8/0. Report for the Chief of Police Chief Mike Markle thanked those that showed up to the State of the Police Department Breakfast. The department is in the process of moving the canine unit to the Uniform Division and will now be under Asst. Chief Mark Gutierrez. The department is needing to purchase 40 body armor vests for $30,000 to update those that have expired. The department is now recruiting,hiring,and testing for the next Cadet Academy which should be in July. Twenty cadets are expected to be hired. In the last Academy the Department hired about 25 officers and 7 of those officers were female. Crime Report Captain Brady gave an overview of all the Crime numbers for 2016 from the Uniform Crime Report(UCR)which is filed with the state. He did mention the department has identified all individuals involved in the recent bank robberies. For future months, he will go back to the month by month and will provide a map of the city's 4 districts. Captain Brady suggested that Lt. Sergio Delgado who is now over Pawn Shop Detail would come in sometime this year and give an update on the recoveries. They are now moving in to Social Media because people have transactions of property and the Pawn Shop is trying to evolve accordingly. Susie Saldana mentioned she would like to hear from the Pawn Shop. City Auditor Report There was no City Auditor Report. Financial report Constance Sanchez,Director of Finance,presented the financial statements for October and November 2016. • unaudited fund value of Crime Control for the end of September$4,564,037.00 • Scott Leeton wanted clarification that 4.5 Million dollars is in the reserves and Constance confirmed this is correct,which is the true starting balance as of October 1. • Sales Tax revenue for the two months ending November 30,2016 year to date actuals is$1,099,701.19,at this time 6%down in total from budget and about 1.5%down from same two months in the prior year. • Two months into the year the District should be at 16%the District is at 12.88% Juvenile Assessment Report Becky Perrin, Assistant Director of Parks and Recreation, stated they met with Municipal Court and will continue working with them to offer some classes to court ordered juveniles for curfew issues and education. She also met with West Oso ISD and they are working on prevention and attendance issues. She stated they have 20 new cases from the Junior High and 30 new cases from the High School. The third meeting was continuing with the Truancy Committee. They are working on an inter-local agreement with school districts in Corpus Christi. She extended an invitation to the new members to observe any of the prevention classes they offer or tour the JAC offices. Next month she will bring the new calendars and a list of all the schools they are in. Becky stated they currently have 103 open case management cases. Susie Saldana would like to know how many children they service that are court ordered in the Juvenile Assessment Center. When the Crime Control District was formed it included the Juvenile Assessment 1 Center was established in 2000. They've come from juvenile community violators and case management to educate the youth of our community. David Prado is the Superintendent that oversees the Juvenile Assessment Center. Graffiti Eradication Senior Officer Mike Rogers stated the stats as of November were 316 work orders and 4 arrests. In December there were 253 work orders and no arrests. One of those arrests was very prolific,he does a lot of graffiti and because of that December was the lowest it's been since September 2015. Chief Markle asked how many prolific people the Graffiti Task Force was looking at right now. S/O Rogers stated they have one guy who has been tagging Driscoll Middle School and that area. They don't know his name,but he is tagging under two tagging crews. One of the crews they don't know anyone in it that is documented. The other crew has several people documented,but are adults. He is working with the school district police to figure out who the juvenile is and any other juveniles that are in that group. Cissy Garcia inquired if the city is responsible for the clean-up. S/O Rogers stated there is a graffiti removal truck, when people see graffiti they call in. A work order is then created a dollar amount is put on it, so it is tracked. For instance,in 2013 there were over 4700 work orders,2014 was down to 4100,2015 was at 3800 work orders,and 2016 was just under 4000. The square footage of the clean-up in 2015 there was over 93,000 square feet of graffiti that was removed and in 2016 was just under 77,000 square feet. S/O Rogers stated one of his key goals is to get it removed as soon as possible because they get less publicity. Several businesses have submitted consent forms to remove the graffiti with the color paint they want. So,if someone calls it in or the graffiti truck is driving around and notices they can remove it without waiting to be contacted if there is a consent form on record. They don't have to contact the owner to ask for permission and it gets removed as quickly as possible. Christopher Cruz inquired what the average response time was to remove the graffiti. S/O Rogers stated typically it is removed within the same day. Update on Police Headquarters Parking Lot Project Chief Markle updated that April 1st it should be completed. Pat Eldridge expained this was for the security fence around the Police parking lot. Chief Markle stated the Crime Control District agreed to this in January 2015. It was approved by council that same year and was moved to the 2016 budget and now in to 2017 budget. Pat Eldridge stated what will remain will be the actual resurfacing of the lot. Scott Leeton asked Commander Houston at the time they originally approved this what the estimate was to reasphalt the entire parking lot. Commander Houston mentioned at the time they didn't get a company to bid,the architect just said it would be about$300,000. As far as he recalled it wasn't a firm estimate. When they actually got the estimate it was a lot more expensive. Pat stated the original plan was that it would be done in house through Facilities. Update on Synthetic Marijuana Issue Chief Markle state they just had a major operation at the end of last week. The department had to move to mid-level dealers for most of the operations. The state stopped testing midemeanor of synthetic marijuana. Three of our homicides were related to synthetic marijuana. Identify Items to be Placed on Next Agenda—February 15,2017 Susie Luna Saldana asked that the Board be given an update from Pawn Shop. Scott Leeton would like to see$40,000 raised to purchase 125 body armor vests for the officers. Public Comments There were no comments from the public. Adjournment Susie Luna Saldana moved to adjourn the meeting. The motion passed unanimously. The meeting adjourned at 3:19 p.m. 2
