Scott Leeton motioned to approve minutes as amended. Susie seconded the motion as amended. The motion passed 7/0. Report for the Chief of Police Assistant Chief Mark Gutierrez filled in for Chief Mike Markle. He updated the progress of the fence for the back parking lot at the Police station. They are still needing to complete the gate. K9 handler Josie Ressler and her dog Harry returned on Monday. They will do additional in house training and the dog will have a minor surgery as do all Patrol K9 dogs. The Pinning Ceremony for the K9 will be in a week or two. K9 handler Shawn Orsak is still at training for the next couple of weeks. Enhancing patrol on North Beach and coordinating with Parks to enforce park curfew in the evenings. We are moving forward on the Forensics building which was on the 2012 Bond. Scott Leeton asked for clarity as to what happened and what the facility will do that will be beneficial. Pat Eldridge mentioned in 2012, $500k was put in for the expansion of the existing Vehicle Pound and for a Forensics warehouse building to house evidentiary vehicles. Yesterday,council approved$79,000 towards the project,and the Law Enforcement Trust Fund will throw in another$60,000. Crime Report Captain Jason Brady gave the Crime Report. Captain Brady stated the first page of the report is a comparison of YTD versus the same period of YTD from last year. He explained the four districts of the Police Department and how they are broken down. We have 3 homicides this year. City Auditor Report There was no City Auditor report. Financial report Hilda Mihalco presented the financial statements for the month December 2016. • Sales Tax as of December 2016 was$497,207.24 which is about$22,647.84 below budget • For the two months ending December 2016 the total Sales Tax collected is $1,592,220.41 or $96,337.22 under budget Juvenile Assessment Report Becky Perrin,Assistant Director of Parks and Recreation,January report states 39 referrals for JAC services. • 10 referrals were placed on Case Management • 15 referrals were court ordered juveniles • 14 referrals were court ordered by Municipal Court for Urine Analysis services 8 out of the 39 juveniles received curfew violations from CCPD and CCISDPD Overall,the JAC reached 337 youth this month for all services provided by the JAC Current case load is 92. As of February 15In the JAC has processed 32 referrals. She had a meeting on January 23 with the Justice of the Peace Judge Benavides concerning the details of how the Juvenile Assessment Center could be utilized for Case Management with juveniles from his court. An Interlocal Agreement is being reviewed by both the county and city attorneys before being sent for signatures and approval from the City Council and Commissioner's Court. For the month of January, the JAC reached a total of 298 youths for the prevention education program. 256 were a part of the Botvin's LifeSkills Curriculum where a 6 to 8-week program was conducted for the 4'and 5 I grade students at Oak Park Elementary, Sam Houston Elementary, and Garcia Elementary; 42 students at the City's Latchkey program participated in the prevention presentations. Please contact David Prado at 826-4005 to schedule a site visit. Crime Prevention Advisory Report 1 Betsy Salinas mentioned they have 3 new neighborhood watch groups. They currently have 86 groups that are officially registered with the Police Department. This past month they have attended Health Fairs, and PD Tours. They started again with the public awareness videos on Facebook and YouTube. They started on Operation Safe Return(back to school event). They have applied for a grant with Walmart to see if they can help with supplies,last year it roughly cost$14,000. They registered for National Night Out which is scheduled for October. She handed out a copy of the event cards from last year,which were given to the district Lieutenants to give to their Patrol Officers to hand out to everyone who participated in National Night Out event. They have noticed as the months have gone on the officers have been asking for more cards to hand out. They are in the process of getting approval and they'd like to create a letter advising the neighbors when there is a crime in their area. Pawn Shop Report Kendra Herrera and Sandra Cantu spoke regarding the Pawn Shop Detail unit. They currently have three civilians and are waiting to hire one more civilian in the next couple of months. She presented a report that they generate daily. They look for their leads through an online database and when they find a hit they call the pawn shop and place a hold. The Pawn Stars report is a frequent pawner report that they put out to officers and surrounding agencies. These are individuals that have pawned over $500 in the last three months and they have a history of burglary or theft. They receive daily contact reports from the District Supervisors. This informs the Chain of Command of the different situations that happened during their shifts. Pawn Shop now networks via app or online. They have created two different fake facebook accounts to communicate and set up meeting locations and time where detectives will go out and recover property. Graffiti Eradication S/O Mike Rogers stated for January there were 294 work orders which is slightly up from December. Recently,started tracking which district the work orders fall under and the main one is Delta District. There were no graffiti arrests made this month. Update on Police Headquarters Parking Lot Project Pat reiterated what Chief Gutierrez had mentioned. The fence is going up on the Chaparral side. There will be automatic gates placed on Chaparral and Water Street. They will only allow vehicles with stickers on their car so the magnetic opener will recognize. Pat encouraged everyone to drive by and take a look. Update on Purchase of Officers Body Armor Scott Leeton mentioned the gentleman at the radio station is still committed. The POA Executive Board is still committed to $10,000. The estimate is about$299 per unit. It is a stand alone level 4 which means it does not need to be integrated with the officers current body armor to reach level 4 which stops rifle rounds. The quote he received was from Trident which is where Houston PD bought the 600 units they have. He'd like Crime Control to provide $10,000, if the Foundation is able to do $10,000 brings them to $40,000. That would purchase about 133 units. There's about $1200 of shipping because of the weight of the units, which would go on to the logistics of the department as to how they would like to distribute. The vests come in a carry bag to have immediate access to it. Pat explained that any donations received would have to be appropriated by City Council. Scott Leeton moved to cancel next month's meeting because of Spring Break. Next month is first budget presentation for FYI 8. Pat would like to schedule meeting for March 22nd. Scott Leeton motioned to move next month's meeting from March 15'to March 22'and await for location to be announced. Motion passed 7/0 Identify Items to be Placed on Next Agenda Susie Luna Saldana asked that the Board be given an update on the purchase of officers body armor for April's Agenda. Adjournment Susie Luna Saldana moved to adjourn the meeting. The motion passed unanimously. The meeting adjourned at 3:07 p.m. 2
