Call to order
Susie Luna Saldana called the meeting to order at 2:35 p.m.
Approval of Minutes
Randall Hicks motioned to approve the minutes from the March 22,2017 meeting as presented. Brian Rosas seconded
the motion. The motion passed 7/0.
Report for the Chief of Police
Chief Mike Markle announced that tonight starts the second Citizen's Police Academy of the year. He acknowledged
the police officers and fire fighters who handled the tanker truck explosion did an outstanding job. Buc Parade is
coming up on May 6th. Most,if not all of the Command Staff will be out there. Elections are also on May 6tn.
Crime Report
Captain Denny Asbury introduced himself to the Board and gave the Crime Report. Captain Asbury stated the first
page of the report is an overall snapshot of crime reports YTD. He explained there has been an increase of about 16%
for violent crimes. They are focusing on the robberies. The non-violent crimes, for example thefts and burglaries,
have dropped. They had an Auto-Theft Operation last night on the Southside of town. They caught someone breaking
in to several cars and took them into custody.
Crime Prevention Advisory Report
Jennifer Wenger presented the Crime Prevention Report. They have had several community events and career fairs
since the last meeting. They worked both days at the Air Show and were able to share the Police Museum with the
public. There was an attempted kidnapping in the news recently that precipitated several calls for Personal/Physical
Safety. They've had several calls about tips on personal safety and being aware of your surroundings. The other was
gun safety based on the 2 yr old accidentally shooting himself. They are preparing for the upcoming Police Memorial
and Operation Safe Return in August. Susie Saldana mentioned she would like to see them represented in the Buc
Parade.
Pawn Shop Detail Report
There was no Pawn Shop Detail Report.
Graffiti Eradication
S/O Mike Rogers reported March is down to 286 from 300 in February, and down from 364 in March of last year.
CCISDPD made an arrest of someone tagging King High School.
Financial report
Alma Casas,Assistant Director of Finance,presented the financial statements for the month February 2017. Revenues
are down$198,696 from budget.
Juvenile Assessment Report

• Active Case Load of 136 youths
• Court Ordered Services—31 new cases for March bringing YTD total to 70
• Urine Analysis—22 cases for March bringing YTD total to 48
Continuing to work with Judge Benavides. David Prado advised they have kids ranging from age 10 to 17. He also
explained the difference between the Nueces County Juvenile Justice Center and Juvenile Assessment Center,the JAC
handles Misdemeanor C violations. The Juvenile Probation handles Misdemeanor B and up to state level offenses.
The curfew class is held at JAC.
Update on Police Headquarters Parking Lot Project
Pat stated the large entry gate has been delivered. The pedestrian gate sides are being put up and working on the
electrical. Still hoping to have it finished by May V.

Budget Review
Pat presented a 5 year budget projection. The first report shows a sales tax increase of 1% each year,for the next 5
years with no changes in the programs. With the exceptions of dropping the Officer Trainee Intern and Police
Academy Cost. The estimated Expenditures are$7.8 million and Ending Fund Balance would be$3.6 million. That
is a 1.229%in the red, estimated for this year. By fiscal year 2022-2023 the Crime Control Budget would be in the
red at$4.8 million. Pat presented an Option 2 report. It shows the proposed budget beginning 2017-2018 with only
63 officers and no other programs. Pat stated further budget discussion will occur at the May meeting with the public
hearing June 21"at 6:00 pm to adopt the budget. After adoption the budget will be forwarded to City Council. City
Council public hearing and first reading will be August 15. They will either approve or reject the budget on August
22. Susie advised each board member to speak to their council member that appointed them and discuss the budget
situation so they are aware of what is going on.
Identify Items to be Placed on Next Agenda
Pat said they will follow up on budget reviews.
