The meeting was called to order by President Loeb.
Mr. Garcia began the meeting by introducing Cmdr. Bryan Smith who
has recently been appointed the full-time administrator for the
Crime Control & Prevention District.
The December 15, 1999 , minutes were approved.
Ms. Sullivan distributed a summary of revenues and expenditures.
Rudy Garza told the Board that the City' s budget office would
take an active role in budget analysis for the fiscal year
2000/2001. The information will be submitted to Cmdr. Smith for
his review and presentation to the Board. The Board will review
a draft budget at their February 16th regular meeting and will
schedule an additional meeting for March 1 t .

Ms. Eldridge told the Board that she would ask Dan Whitworth,
Parks & Recreation, to present a synopsis of the Juvenile
Assessment Center budget.
Mr. Loeb asked that Cmdr. Smith try to have material for each
Board meeting available for distribution on Fridays prior to
their regular Wednesday meeting.
Capt. Tisdale gave the Board an update on the Community Policing
Plan. Mr. Valencia moved that a portion of the money allocated
for DWI enforcement be expended to increase traffic enforcement
in school zones and selected traffic intersections, Mr. Baker
seconded, and the motion carried.
The Board reviewed four logo samples. The Board preferred the
shield but wanted a different background on the shield which
incorporates the police vehicle appearing on the other three
samples.
The following projects were discussed:
Directed Patrol - three officers will be ready for full duty in
February and will be placed in the Community Relations Division
to work with the Citizen Advisory Councils.
School/Police Partnership - contracts have been received from
four school districts. -
Video Imaging System - looking into possibility of purchasing one
for the Police Department.
Citizen Advisory Councils - Cmdr. Smith gave the Board an update
on the Councils.
Juvenile Assessment Center - Mariah Boone distributed a status
report and brochure explaining the services of the Center. She
told the Board of the efforts in computer connectivity with
Municipal Court. Linda Bridges said she would like to have
Barbara Sudhoff, Municipal Court, make a presentation either at
the February or March meeting.
Street Lighting - at Heritage Park 20 new lights have been
installed and there is an update on 40 existing light.
Biannual Survey - Dr. Phil Rhoades, Texas A&M, will present a
cost estimate to the Board within the next two weeks.
Abel Alonzo and Jesse Hicks, citizens, expressed their perception
of why the Crime Control District was formed.
There being no further business, the meeting adjourned at 4: 12
p.m.
