The meeting was called to order by President Loeb. The May 17,
2000, minutes were approved.
Cmdr. Smith introduced the Directed Patrol Officers Heleodoro
Cantu, Russell McNorton, and David Morris. He told the Board
that these officers have been involved, previous to their
appointment, in the community-policing concept. Cmdr. Smith
asked for Board approval to use funds out of the Citizens
Advisory Council to send these officers to other Texas
communities that already have a directed patrol program in place.
After discussion the Board approved travel for the three officers
not to exceed $1,500. Cmdr. Smith asked the Board to give future
consideration to purchasing cell phones for the officers.
Cmdr. Smith presented a packet containing four budget options and
a proposal from the Gulf Coast Council of La Raza. He explained
each option to the Board and told them that staff is suggesting
adoption of Option 1, which includes cuts in the year 2003/2004
of six dispatchers, four crime scene technicians, two pawn shop
detail employees, and maintain the Juvenile Assessment Center at

$280, 000. This option also includes the Police Department
absorbing security costs at the Juvenile Assessment Center with
on-duty personnel. He said he learned that within the next year
at the state level there may be some grant funding available to
add another case manager to the Juvenile Assessment Center. He
said it would be researched further. Dr. Maria Luisa Garza
presented the proposal in Option 2 outsourcing services to the
Gulf Coast Council of La Raza. A lengthy discussion was held
with comments made by Paige Dinn, Commission on Children & Youth;
Joe Alley, Juvenile Justice Center; Steve Schwerin, Juvenile
Probation Department; and Judge Carl Lewis, supporting the
continuation of the Juvenile Assessment Center. The Board
discussed the work that went into beginning the program and the
concerted efforts of all agencies involved. A motion was made to
adopt Option 1 with the following members voting in favor of the
motion: Leon Loeb, Linda Bridges, W. L. Hermis, Larry Baker,
Danny Mora, and John Heldenfels, Jr. Isaac Valencia voted
against the motion.
Cmdr. Smith told the Board that a contract in the amount of
$6,000 has been signed with Texas A&M to begin the evaluation
process.
Mr. Loeb said at the Council/District May 30th noon meeting a
discussion would be held on the 2000/2001 budget, 2003/2004
budget, and to inform the City Council that the transition would
be forthcoming.
Cmdr. Smith told the Board Channel 10 would be airing a story on
Monday featuring the Directed Patrol officers.
Mr. Loeb thanked the staff members for getting the District
through one of the most difficult challenges they have faced.
With no further business, the meeting adjourned at 4:25 p.m.
