CITY HALL BASEMENT TRAINING ROOM Members Present : Linda Bridges Isaac Valencia Vicky Alexander Larry Baker Leon Loeb W. L. Hermis Danny Mora Others Present: Mariah Boone, Assessment Center Cmdr. D. Torres Police Chief P. Alvarez, Jr. Pat Eldridge Mark McDaniel, Budget Jorge Cruz-Aedo, Finance Mike Harty, Finance Steve Zastrow • David R. Garcia, City Manager George Noe, Deputy City Manager Dan Whitworth, Parks & Rec. The meeting was called to order by President Loeb. The minutes to the May 16, 2001, meeting were approved. Mr. McDaniel gave the Finance Director report, which was accepted by the Board. The Board discussed the 2001/2002 budget amendments. Ms . Bridges questioned the Legal Advisor amount of $62, 186, which is less than originally estimated. She said under the Juvenile Assessment Center, the insurance amount is decreased. Ms. Eldridge said that might be due to the reduction in personnel . The Board approved the budget amendments. The Board discussed in length the purchase of additional radar equipment . Ms . Alexander said she has spoken to several Police officers who stated that not only are the radar units good for traffic enforcement, but can be used as a valuable tool to get weapons, drugs, and wanted felons off the streets . She suggested the Board consider funding one-half of the 74 radar 1 SCANNED 111) units at this time . The Board tabled this item so they could discuss it with their City Council member. Ms. Eldridge reported on the overtime expenditures to date . Chief Alvarez stated that the Police Department has a number of events during the year that require overtime and there is a policy that a sign-in sheet be posted for the event and if there are not enough volunteers then officers are drafted to work. Ms. Eldridge said that the amended budget would be presented to the City Council on Tuesday, June 19th, for approval . She told the Board of the new member, Benny Hernandez, whom Council Member Jesse Noyola appointed. There is a tentative joint meeting scheduled for August 21"c Cmdr. Torres said that four Directed Patrol officers have been added with one coming from Patrol and the other three were converted from the DARE program. There will be two full-time DARE officers used in the middle schools . He said $3, 000 has been expended on lumber, which will be purchased from Zarsky Lumber. He reported that the DPO' s meet every Wednesday with Code Enforcement. He presented a year end report for Campus Crime Stoppers . He reminded the Board of the invitation they received for Friday, June 15th, at 5: 00 p.m. at 4125 Stafford. Ms. Boone reminded the Board that in November the Assessment Center co-sponsored a truancy summit where a public awareness campaign was discussed. CCISD and the City wrote every parent of a CCISD student addressing the truancy process and what could happen if the child does not go to school. She stated that the Coastal Bend Alliance for Youth has agreed to fund the production of public service announcements and bumper stickers - - _ for the public awareness campaign on truancy. She asked whether the Board would approve putting their logo on the bumper sticker at no cost to the District . She asked the Board to consider paying for airtime on three television stations for public service announcements amounting to $7, 448 . The Board gave Ms . Boone their approval to use their logo on the bumper sticker and will address the issue of public service announcements at their next meeting. Ms. Eldridge told the Board that the City Manager wants a brief presentation on the budget next week. 2 Cmdr. Torres invited the Board to the Hamlin Citizen Advisory Council meeting at Parkdale Church, 3800 Block of Staples on June 21st at 7 p.m. There being no further business, the meeting adjourned at 3 : 30 p.m. 3
