Crime Control and Prevention District
November 20, 2002

Chairperson Linda Bridges called the meeting to order at 2:50 pm. The minutes from 10/16/02
were approved with corrections on a motion by John Heldenfels, second by Butch Pool.
Ms. Bridges thanked the Board members for all their help in the referendum which passed by
77.8%. Steve Zastrow reported that the letter has been mailed to the State requesting the sales tax
to continue with the passing of the referendum.
Adel Rowland presented the Treasurers report. Mr. Pool asked if the JAC Marshals were fully
staffed. Ms. Boone stated she did not believe they were fully staffed,but she would verify and
respond at a later date. Ms. Bridges asked if the revenues were still in line with projections and
Ms. Rowland responded yes. Ms. Bridges asked if any street lighting projects are in the works.
Ms. Eldridge will check on the status. Ms. Bridges asked if we would budget for a Police
Academy to cover attrition. Ms. Eldridge stated as we prepare the 2003/2004 budget, vacancies
will be considered and funds budgeted. Ms. Bridges advised the Board of a recent policy passed
by CCISD whereby groups who meet at school facilities will be charged a fee. She further asked
about the Citizen Advisory Councils and if the fee is charged,how will they pay. Ms. Bridges
further asked to have a presentation on the next 5 year budget and revenue projections at the next
meeting.
Ms. Bridges further discussed the efforts by Tom Utter to modify legislation that relates to Crime
Control funding.
Vicky Alexander asked if in the future budget projections we had considered possible raises for
sworn officers. Ms. Eldridge advised there is 3%each year.
The Northside Manor presentation was tabled until the next meeting on a motion by Mr. Pool,
second by Ms. Alexander.
The Board discussed the possible hiring of a grant writer. Ms. Bridges suggested the Police
Department make out a list of equipment that is needed and the grant writer could be used to find
funds. Ms. Bridges asked that the grant issue be placed on the agenda for the next meeting.
Sr. Officer Henry Mangum reported on the latest clean sweep that knocked down 18— 19 houses.
Mariah Boone reported the JAC had one case manager vacancy and that the JAC was not going to
relocate.
Ms. Bridges distributed a flyer on the Community Initiative Connection.
Being no further business, Ms. Bridges adjourned the meeting at 3:25 pm.
