Vice Chairperson Mr. Baker called the meeting to order at 2:30 pm. There was not a quorum present at this
time.
Constance Sanchez reviewed the monthly Treasurers Report. Ms. Alexander asked how much the election
costs were. Ms. Sanchez stated she would ask the City Secretary's Office. Ms. Alexander also asked why
there were no expenditures in minor tools. Ms. Eldridge stated that being new officers,their equipment was
new and did not have to be replaced. Ms. Alexander asked if the funds could be reallocated to some other
items. Ms. Eldridge stated yes.
Cmdr. Smith reviewed the projects. The Directed Patrol Officers worked with over 100 families at
Christmas to offer food and presents.He further stated new officers have been brought onto the team to fill
vacancies.
Mariah Boone stated they had submitted the Title V grant application for the Juvenile Assessment Center.
They also held an Angel Tree program at Christmas to help needy children. She further stated the Case
Manager position had been filled.
Ms. Alexander stated she had driven by the Northside Manor Art area and there was quite a bit of trash on
the streets. Cmdr. Smith stated the DPO's are working on the issue.
Ms. Eldridge stated the City Council had approved the submission of a grant application to the local Council
of Governments for two Crime Scene Technician positions.
Chief Alvarez expressed his support for the purchase of ASP batons to be presented later in the meeting.
A quorum was present from this point forward.
The minutes from 01/15/03 were approved on a motion by Ms. Alexander, second by Mr. Pool.
The Treasurer's Report was approved on a motion by Mr. Hermis,second by Ms. Alexander.
Sr. Officer Travis Pace and Officer James McCarty gave a presentation on the ASP,an expandable baton.
They distributed a price list with proposed quantities. Mr. Hermis asked if this is a legitimate use of Crime
Control funds. Cmdr. Smith responded yes and further stated he would like to see every officer with an ASP.
Ms. Eldridge stated there are monies in the General Fund for batons,both replacements as well as for new
officers. Mr. Pool stated this is within the scope of the District to do,to provide tools to officers to be more
effective. Cmdr. Smith stated this purchase could be accomplished with District budgeted funds depending
on the total number of batons to be purchased. Phasing in the batons may be the best approach. Mr. Hermis
moved to have Sr. Officer Pace research the specifications and quantities and return with a firm proposal as
an action item at the next meeting. Ms. Alexander second. Motion approved.
Being no further business, Mr. Baker adjourned the meeting at 3:45 pm.
