Ms. Bridges called the regular Board meeting to order at 2:35 pm. The miniitbs,from October 15 '
were approved.
Constance Sanchez from Finance reviewed the Treasurers Report.
Cmdr. Smith, Cmdr. J.V. Garcia, Capt. Houston, and Lt. Frese gave a presentation on the status
of the Directed Patrol Program. Of the original program, the Crime Control District provides
eight officers. The other figure fluctuates with the General Fund officers. The war has reduced
the actual number of officers on the streets. Ms. Alexander asked how many officers were
retiring in January and Capt. Houston stated it was eight to date with possibly more. Cmdr.
Smith also advised the City is not allowing the department to hire over strength as in previous
years when 15 to 20 cadets would be hired over budget to cover the attrition for the fiscal year.
This academy graduates December 12 with the next academy scheduled for May/June 2004. Mr.
Baker voiced concern over the numbers of contacts in the community decreasing. Capt. Houston
stated there are currently nine(9) DPO on the street with Lt. Heidi Frese recently transferred as
the supervisor of the unit. Capt. Houston gave a brief history of the program.
Capt. Houston reviewed the project to date. The officers have access to some new trash trucks to
help with clean ups. The graffiti wipeout program is continuing with officers being able to
respond to the graffiti sites with the Make Amends program. He further reviewed the Police
Athletic League and how the DPO program works with PAL as well as how the Citizen Advisory
Councils and their relationship.
Lt. Frese reviewed her role in the program. She will be assisting the DPO's with an assessment
of their assigned areas.
Ms. Bridges asked about the enhancements, roughly$90,000, that the District gave to the
program. Cmdr. Smith reviewed what he thought the funds purchased. There was money
allocated to change over DARE cars to DPO cars and he was not sure what the status of the
vehicles is now. He will research.
The next meeting will be December 17, 2003.
