Crime Control and Prevention District
March 17, 2004
Members Present:

Ms. Bridges called the regular Board meeting to order at 2:40 pm. There was not a quorum present.
Cindy O'Brien from Finance reviewed the Treasurers Report. She reported revenues are still up with
expenditures at the appropriate level for this time of year. Ms. Eldridge will look into deficits in fuel and
equipment maintenance. Ms. O'Brien stated the CAFR is complete and please contact her if anyone
would like a copy.
Mr. Rose arrived at 2:45 to constitute a quorum.
The minutes from the meeting of 2/18/04 were approved,moved by Ms. Alexander, second by Mr.
Hemris.
Cmdr. Smith introduced Debbie Marroquin as the Acting Budget Director. He reviewed the proposed
0405 budget and stated that some decisions would have to be made to bring expenditures in line with
revenues by the end of Year 10. The revenue projections at this time are based on 3%and could possibly
increase;however the 5 year plan follows the City budget with a 3%increase. Cmdr. Smith stated that
even with an increase to 4%,expenditures would still be higher than revenues.
Ms. Bridges asked board members if anyone had talked to their Council member on their viewpoint of
keeping the 50 officers. Mr. Hermis stated Mr.Garrett is willing to adjust the 50 if need be. Ms. Gatica
stated her Council member said no. Mr. Rose stated his said no,but that the Board must be prudent and
make good fiscal recommendations. Ms. Bridges asked when is the best time to trigger the cuts, in FY
04-05 or 05-06.Mr. Rose stated we need to lay the groundwork for future cuts.
Ms. Bridges stated the Mayor wants the Board to plan for the furore. He would like to meet with her and
the City Manager to discuss the proposals. Ms. Bridges stated she has no problem with eliminating the
Pawn Shop Detail%r 04-05 and with reducing the number of vehicles to$109,000 for 0405. Ms.
Eldridge stated the Pawn Shop Detail has declined in its effectiveness since the supervisor was moved
from the Unit; she will forward a summary of their work to each board member.
The Board voted on the following reductions for the proposed 04-05 budget:
o Reduced the number of replacement vehicles to$109,000
o Confirmed the board's past action to not renew the Pawn Shop Detail as scheduled.
Mr.Hermis moved,Mr. Rose second. Reductions approved.
There will be a joint meeting with City Council on March 30, 2004. The meeting will be a review of the
proposed 04-05 budget and 5 year projections and a summary of projects. Ms. Bridges asked Mariah
Boone to be prepared to discuss the Juvenile Assessment Center and the Title V grant funding reduction.
Ms. Alexander asked for a status of the radars the District purchased. Cmdr. Smith will report at the next
meeting.
Public Comment: Mr. Abel Alonzo voiced his concerns over an issue with a citizen and an officer who
was rude to her. He requested the help of the Board in resolving the issue.
The meeting adjourned at 3:45 pm.
