Ms. Bridges called the regular meeting to order at 2:35 pm.
The minutes from the meeting of 6/16/04 were approved,moved by Mr.Pool,second by Mr. Hermis.Motion
approved.
Angie Menchaca reviewed the Treasurers Report. Revenue is still up slightly from budget.
Cmdr.Mike Walsh presented a proposal to maintain the Pawn Shop Detail for FY 0405. He stated another year
would allow for possible new legislation for expanded costs to be passed on to the consumers. He further stated the
Police Department is purchasing new software that may also help with the information flow. Mr.Pool asked if the
electronic transfer of data is occurring with all pawnshops. Thirteen of the twenty-eight shops now transfer
electronically. The manual tickets still have to be entered which total 10%or 100,000 tickets. Chief Alvarez stated
he supports the extension of the detail.Mr. Heldenfels asked how much is the detail for another year.Ms. Marroquin
stated$55,302. Mr. Heldenfels stated that is how much our revenue surplus is at this time. Ms. Marroquin agreed
but stated that next month is could be lower and we would lose the surplus. She further stated that the Board has
been very forward thinking in respect to the 5-year plan and the Budget Office supports the decision to discontinue
the program.
Ms.Alexander asked if the surrounding agencies could help since the program helps them also. Cmdr. Walsh stated
they have sent letters of support,but none have offered funding assistance. Mr. Hermis stated he and Council
Member Garrett support continuing the program.Ms. Alexander stated she originally supported the program,but we
are going to have to find the funds somewhere. She asked Chief Alvarez if he could buy fewer patrol cars;he stated
no. Ms. Bridges stated the process is too far down the road to reverse decisions and she is concerned that we must
continue to look forward in terms of expenditures meeting revenue.
Mr.Pool stated he is concerned that we are going to have to cut more in the next 4 years. He further stated he is
concerned that the General Fund is not hiring additional officers,but hiring fewer. Chief Alvarez stated we are five
officers under budget including current cadets.
Mr.Zastrow stated the Pawn Shops have a very effective lobby and it is difficult to change any laws governing
them. We are prohibited from making them pay for anything.
Mr. Pool moved to amend the FY 04/05 budget to continue the Pawn Shop Detail. Mr. Hermis second. The motion
failed with a tie vote.
Cmdr. Smith stated we are buying surveillance cameras to catch the graffiti artists.
Linda Hodge reported the JAC is doing well.
Ms. Alexander would like to know where the General Fund sworn strength was before the Crime Control District
was created.
Chief Alvarez stated he has made adjustments in terms of the manpower shortage. Mr. Pool stated he is concerned
that those adjustments will be not be made in time for the next election.He would like to see the City General Fund
begin adding more officers.
Ms. Bridges adjourned the meeting at 3:25 pm.
