Motion passed. Cindy O'Brien reviewed the Treasurers Report. Revenues for the year are up$40,000 over projection and expenditures are 20%when we are 25%into the fiscal year. Mr.Rose asked when vehicles are purchased and Cmdr. Smith advised sometime in January. Cmdr. Smith and Raymond Rivas reviewed the Marshal position issue. The budgeted number of FTE's(full time equivalent)somehow was reduced to 2.5 from 3 making the hiring of a part-time Marshal very difficult. The 0405 budget reflects salaries for 3 and the board agreed that the FTE should be modified. Ms. Alexander moved and Mr. Pool second to change the FTE from 2.5 to 3 for the Marshal position. Motion passed. Ms.Eldridge and Cmdr. Smith presented a request for$2,500 for the portion share of a grant software program to be purchased by the City called E-Civis. The software will allow City employees to more easily access grant information by query and to receive notification of grant possibilities. Mr. Pool moved and Ms.Alexander second to give$2,500 from Citizen Advisory Councils to support the program purchase. Motion passed. Lt. Frese reviewed the current Directed Patrol projects. She stated there has been a coalition formed to battle graffiti.The groups involved are the Volunteer Center,the Make Amends program,the Junior League, and Directed Patrol Officer Sepulveda. A form is now distributed to field officers where they can document graffiti problems and forward to Lt. Frese for assignment. Officer Kinane has filed a case against an individual for violation of the graffiti ordinance and a surveillance camera has been set up to catch more individuals in the act. She distributed pictures of a house where DPO's rescued a number of animals. They also conducted 39 board ups since August. The Police Athletic League won the 2004 Texas Public Safety Award—over half of the DPO's are coaches for the league. On December 18,9:00 am at the Coca-Cola plant,there will be a toy wrapping session for PAL. Cmdr. Smith reported that the Campus Crime Stoppers Conference was held last week and they had over 700 attendees. Sr. Officer Mike Alaniz won the Coordinator of the Year award. Mariah Boone repotted the JAC was going to try to purchase laptops for the case managers to take advantage of the City's WiFi program. This will allow them to access their case files from the field. She further reported that the Angel Tree is up in the City Hall rotunda for JAC children and there will be wrapping session on December 20. Ms. Bridges commended the City on the dedication of the Dan Whitworth Park. Ms. Bridges reported on the quarterly report presentation to City Council last month. She suggested Board members meet with their Council member to advise them of the attrition issue in the Police Department. Cmdr. Smith distributed the latest attrition history document.Ms. Bridges asked when the next quarterly presentation would be, and Ms.Eldridge stated the next presentation should be in February because we begin preparing the 0506 budget at that time. Ms.Bridges stated it could become a campaign issue so the Board should meet with their Council member soon. Mayor Neal advised her at the last presentation,"we heard you". There will be no meeting in December.The next meeting will be January 19,2005. Ms.Bridges adjourned the meeting at 3:05 pm. SCANNED
