Mr. Pool called the meeting to order at 2:30 pm.
The minutes were approved, moved by Mr. Martinez, second by Mr. Kucera.
Cmdr. Smith reviewed the 4th quarter presentation to City Council made on October 18. Mr.
Pool and Cmdr. Smith reviewed the final 0405 budget with revenues exceeding expenditures for
the first time. Also reviewed was the status of the Pawn Shop Detail—the 3 civilian positions
will be hired within the next 2—3 weeks,the computers have been installed, and the software
imaged.
Cmdr. Smith reviewed the Directed Patrol Hot Spot for graffiti removal program. They are
working with Judge Joe Gonzales who is sentencing juveniles in his court to conduct graffiti
removal. A graffiti awareness program has been added to the Kids—n- Cops curriculum at
CCISD. There has been a continual focus on cleaning of the Furman Street area with numerous
board ups and posting of criminal trespass signs.
Mr. Pool asked how many Directed Patrol Officers there are on staff at this time; Cmdr. Smith
responded with 9.
Cindy O'Brien reviewed the financials stating that revenue is at 108%of budget. The insurance
allocations have not been added to the 0506 budget yet. The issue of how to project revenue was
discussed—in the future should we use 3 or 4%as this will determine how long the revenue will
support expenditures and also determine in the next election if we should go for 5 or 10 years.
Mr. Hummell asked how the sales tax is actually collected. Ms. O'Brien explained it is a
separate sales tax and is deposited into a special fund.
Mr. Saenz asked who handles the City insurance. Mr. Houlihan with the Budget office stated the
City is self insured. Mr. Saenz asked how long the next District plan will be in the 2007 election.
Mr. Smith reviewed the financial positions for both 5 and 10 year options, primarily depending
upon using either the 3 or 4%revenue projections.
Mr. Pool adjourned the meeting at 3:12 pm.
