Mr. Pool called the meeting to order at 2:30 p.m.
Cindy O'Brien reported on the analysis of revenues of sales tax and explained it was right
at what was budgeted.
A correction was made on paragraph 2 of page 2 of the October 18, 2006 meeting, to say
that Mrs. Alexander preferred stop sticks and tasers for the officers. Mrs. Alexander
heard the officers voice their opinion about stop sticks and tasers therefore feels that they
would benefit from them.
Valarie Villarreal with the Juvenile Assessment Center reported that funding is needed
for program applications that will be used to manage school attendance as well as pulling
reports at the center. She explained that she should have all the information by the end of
December 2006 and will report back to the Crime Control in January with more
information.
Chief Smith explained to the board that the cell phone contract with Nextel would be
expired at the end of December and needed to be renewed. Chief Smith explained that 18
phones were bought and Nextel provided the free phone service, for 5 years Nextel has
renewed the contract every year but now the contract has been terminated. He explained
that it would be a reoccurring charge of approximately $20,000 a year for about 27-30
phones. A motion was made by Mrs. Saldana and second by Mrs. Soto to approve 18
phones to run with the city contract. Motion carried.
Ms. Eldridge explained that Assistant Chief Bung brought back information from the
City of El Paso on the Graffiti Eradication Truck. Ms. Eldridge explained that this item
will be going before city council either on the 12 or the 191h of December to appropriate
funds.
Chief Smith explained that 40 tasers would be given to field training officers for a taser
test project. Senior Officer Rodney Luzania went on to explain that the taser is an
electronic device considered to be a non deadly use of force. It projects low power which
consists of 1200 volts, .004 amps and .07 joules. Officer Luzania explained that the taser
affects the sensory nervous system and runs for five (5) seconds and within those 5
seconds it produces pulsating electrical current that creates neural incapacitation thus

causing the muscles to contract. The taser test project will be an estimated cost of
$55,407.00, roughly about $1300.00 per officer. It was mentioned that there are currently
15 stop sticks and needing 120 to outfit the cars, with a cost of$382.00 each with an
estimated total cost of$45,840.00. Ms. Eldridge explained that this item would go before
the Crime Control as an action item at the next January meeting and she will also bring in
an amended budget.
The April 7th, 2007 election was discussed and explained that Ms. Eldridge would
provide a draft for the January 2007 meeting.
It was discussed that the pawn shop detail was fully staffed as of November 5, 2006 and
doing very well.
Valarie Villarreal explained that Edward Salazar has been hired as the new program
manager for the Juvenile Assessment Center.
Mr. Butch Pool explained that the packets for upcoming meetings will no longer be hand
delivered, they will be emailed to all members prior to the meeting.
A motion was made by Mrs. Alexander and second by Mr. Hummell to cancel the
December 20i6 meeting. Motion carried.
Mr. Abel Alonzo made a public comment and expressed that he is very supportive of
projects that the Crime Control has been doing.
Mr. Domingo Ibarra, President of the Corpus Christi Police Officers Association
explained that LULAC and the GI Forum had some concerns with the tasers. Mr. Ibarra
explained that Chief Bryan Smith would address both organizations with information on
tasers.
