Scott Kucera called the meeting to order at 2:32 p.m.
A motion was made by Mrs. Saldana and second by Mr. Morris to approve the minutes of
September 19, 2007 as printed. Motion carried, 7/0.
Cindy O'Brien gave the financial report.
Chief Bung gave a presentation on the 10 year plan and the increased revenue. Chief
Bung explained that the 10 year plan showed a continued support of the graffiti
coordinator as well as the staff assistant. He explained that the graffiti truck would need
to be replaced in 5 years, based on the projections of El Paso. He explained that the 10
year plan showed that they would like to enhance the Crime Control programs such as the
Pawn Shop. He explained that they would like to see investigators follow frequent
pawners or put more emphasis on property crimes. Mrs. Saldana stated she would like to
see more officers on the road. Chief Bung explained that a manpower allocation study
will be conducted in the next 9 months to determine how many officers the department
needs. Mrs. Saldana requested that a copy of the draft request for proposals for the
manpower study be forwarded to all board members for their comments.
Valarie Villarreal from the Juvenile Assessment Center explained that in the months of
August and September there were 95 intakes. Mrs. Villarreal also went on to explain that
230 urinalysis tests have been administered since August.
A motion was made by Mr. Kucera and second by Mrs. Nemer to not have a November
meeting. Motion approved.
