HomeMy WebLinkAboutMinutes Crime Control And Prevention District - 12/19/2007 id MINUTES CRIME CONTROL AND PREVENTION DISTRICT WEDNESDAY,DECEMBER 19,2007 CITY HALL,6TH FLOOR CONFERENCE ROOM RECEIVED Members Present Daniel Dain Scott Kucera FEB 1 0 ?CIO Estela Garcia David Morris Wilbur Hermis David Sauceda CITY SECRETARY'S OFFICE Scott Kucera called the meeting to order at 2:31 p.m. A motion was made by Mr. Morris and second by Mrs. Garcia to approve the minutes of October 17, 2007 as printed. Motion carried, 6/0. Constance Sanchez explained the financials; the revenues overall are under budget for the year so far. Chief Smith discussed what he has in store for the future of the police department. He explained that a one time expenditure for cameras in the patrol cars would be necessary. He felt that cameras in the car are essential to court cases which allows them to take evidence into court. He felt that the video would help the city as well as upholding a level of professionalism. The videos would protect city from liability. Scott Kucera asked Chief Smith about staffing and allocations for the department. Chief Smith explained that there is a need to better disperse officers.Chief explained the Request for Proposals(REP)to conduct a manpower allocation study are due back in January. The chosen company will look at the work load, ride with officers, look at the call load as well as the number of calls coming in. Once the study is done then a recommendation is given to Chief Smith and then given to City Council. Results can be expected within 6 months. Chief Smith presented a sample uniform to the board explaining that the patrol uniform had been changed. The new uniforms will be phased in over a period of years. He explained that the background was darkened on the patch to match the color of the uniform. He explained that the fabric of the new uniform is 4 degrees cooler and has utility pockets that reveal a reflective material. The uniforms will be similar to San Antonio Police Department. Mrs.Garcia asked Chief Smith about the mounted patrol at Padre Staples Mall during the holidays. Chief Smith explained that the theory behind the mounted patrol was to go out there and have a proactive patrol. Chief Smith said that he was looking to close out the pilot project for the tasers. He explained that fifty (50)tasers were purchased and have been a useful tool for every officer. Valarie Villarreal with the Juvenile Assessment Center advised members about the pilot programs that are in place and how successful these programs have been. Mr. Abel Alonzo presented a slide show on how kids that he has spoken to have overcome adversity. He explained that several of these kids were in gangs and were involved with drugs. He mentioned that several parents have thanked Mr. Alonzo for speaking to kids and encouraging them to stay in school and to stay out of gangs. Mr. Alonzo asked members of the Crime Control Board if they would grant him a $5000.00 grant to help with materials as well as giving money back to the schools. Mr. Kucera asked Joseph Harney, Police Legal Advisor, if it was legal to give money to a citizen since he was not part of city staff. Mr. Hamey explained that he would have to gather information for the January 2008 meeting. The meeting was adjourned at 3:22 p.m. SCANNED
