CRIME CONTROL AND PREVENTION MINUTES RECEIVED

Scott Kucera called the meeting to order at 2:30 p.m. A motion was made by Mr. Ibarra and second by
Mrs. Garcia to approve the minutes of January 16,2008. Motion carried, 8/0.
Eddie Houlihan discussed the budget and explained that Crime Control revenue is above what was
budgeted and expenditures are within budget.
Eddie Houlihan presented the proposed FY 0809 budget. As with the City budget,the proposed revenues
are lower than in the past 3 years. Mrs. Saldana advised that she would like a comparison on insurance
costs at the next meeting; how self insurance compares to buying through the market. Members stated
that with the decrease in revenues the budget should be closely reviewed with the 10 year plan reviewed
in 6 months.
Mary Kay Fisher reported on the policy regarding submission of requests for funding from outside
entities. She explained that based on the open meetings act there would have had to have been a legal
matter in order to go into a closed session. The Board agreed to observe past practice of not funding
requests from outside entities. Chief Smith felt that ideas are welcomed and requests could be presented
during the public comment section of the meeting.
Valarie Villarreal from the Juvenile Assessment Center presented the annual report.
Senior Officer Ben Teed with the Corpus Christi Police Department did a presentation on security
cameras. He explained that in November of 2005 the police department purchased one of five IP based
surveillance cameras. He explained that there have been several problems with it,one being that it is 125
pounds a piece,not concealable,and poorly constructed. He explained two types of systems with the first
being a pelican case which was built so that it can use analog camera or an IP camera. The pelican case
would act as a medium and allow the officer to monitor the system from any location. The second type
would be the stand alone,it would be placed on a telephone pole and would be able to convert easier.
Chief Smith reported that the Crime Control District purchased 50 Tasers in early 2007 for $69,788.
Presently 75 officers are trained and certified to carry a Taser with five being certified instructors. 100
stop stiks were also purchased in early 2007 for$34,900. These devices were deployed on nice occasions
or 14.5%of all vehicle pursuits, six were successful in bringing the pursuit to a conclusion and three were
unsuccessful.
Chief Smith mentioned that there is $178,226 remaining fund balance from FY 0607 that could be used
for one-time expenditures. His recommendations are 50 Tasers, a drug dog, and an additional Graffiti
Truck. The Board requested he bring those items back for consideration at the next meeting.
