HomeMy WebLinkAboutMinutes Crime Control And Prevention District - 09/16/2009 hie MINUTES CRIME CONTROL AND PREVENTION DISTRICT WEDNESDAY, SEPTEMBER 16, 2009 RECEIVED CITY HALL,6TH FLOOR CONFERENCE ROOM RECEIVED G Members Present FEB 1 0 ?0'',0 Gail Gleimer-Loeb Susie Luna-Saldana Cecil Johnson David Sauceda CIN SECRETARY'S OFFICE Jesse Molina Michael Staff Reagan Sahadi The meeting was called to order at 2:36 p.m. A motion was made by Mr. Staff and second by Mr. Sauceda to approve the minutes of August 19, 2009. Motion carried, 6/0 with Gleimer-Loeb abstaining. Constance Sanchez discussed the year end accrual, she explained that the revenues were down by $74,677.85 and expenditures were within budget. Mr. Molina asked what was professional services in 11711 and in JAC. JAC was urinalysis and training for staff. Ms. Eldridge will email a report to the board on what professional services is in 11711. Eddie Salazar reported on the monthly JAC statistics. He explained that this year there were 26 violators versus 5 last year. Mrs. Saldana stated that she spoke to Councilman John Marez about why Judge King was moved. Mr. Marez explained to Mrs. Saldana that it was a personnel issue that may be temporary. Cindy O'Brien introduced Judge Flores as the new presiding judge at Municipal Court. Mike Staff asked Judge Flores if she had an exit interview with Judge King. Judge Flores stated that she had several meetings with Judge King. Judge Flores is working closely with Judge Rivera on other projects. She explained that they are still in the transition stage relocating to the new building. Cindy O'Brien stated that Judge Flores will be meeting with the JAC Review committee. She explained that several changes were on the way with transition. Mrs. Saldana stated the board would like a presentation that covered the history of the issues of the JAC and the impact of CCP funds on the program. Cindy O'Brien stated that the report will be the internal analysis on workflow. Commander Mark Schauer explained that 65 graffiti arrests have been made in 2009. Commander Schauer advised that the new graffiti truck was operating and 2 new employees have been hired. Commander Schauer explained that most of the juveniles arrested are repeat offenders and it is up to the judge as far as sentencing. He also explained that he is waiting on MIS to get the other 20 cameras operational. Mr. Sahadi asked to have MIS come to the next meeting to give an update on cameras. Mr. Johnson requested to write a letter to media to stop showing graffiti on t.v. Mr. Molina asked what median age were the offenders. Commander Schauer explained that 60% were under 16. He also explained that it was not necessarily low income or single parent. Mrs. Gleimer-Loeb stated that a report she saw showed all walks of life. Eddie Salazar stated case again for hiring additional part time UA case manager. This issue was tabled from last months meeting. He stated he has asked city to hire a UA case manager. A motion was made by Mr. Staff and second by Mr. Sauceda to table the action item of adding a part time case manager to the Juvenile Assessment Center. Motion carried, 7/0. Mr. Sauceda asked if the new Chief was going to buy shotgun tasers. Chief Moseley stated he will bring Chief Riggs up to speed on Crime Control District. A motion was made by Mrs. Gleimer-Loeb and second by Mrs. Saldana to adjourn the meeting at 3:25 p.m. Motion carried, 7/0. SCANNED
