CRIME CONTROL AND PREVENTION DISTRICT

The meeting was called to order at 2:42 p.m. A motion was made by Mr. Johnson and second by Mrs.
Garcia to approve the minutes of September 16,2009 as printed. Motion carried,6/0.
Eddie Salazar reported on the number of curfew violators for the month. Mr. Salazar also discussed a
new plan to do more prevention to keep kids from going to the center. The plan consists of three
programs: Skills, Change begins with me, and Choice. Mrs. Saldana stated that it was a good program
but does not want to duplicate services that other community groups are doing. Mr. Johnson was
concerned with the family environment they return to. The board was receptive to the program. The
program will be operating under the existing budget, but Mr. Salazar added that he would need supplies
such as puppets, flyers,etc. The board advised Mr. Salazar to submit revised budget at the next meeting.
Constance Sanchez reviewed the financials and explained that revenues are down 17%.
Mike Armstrong stated that he has spoken to AEP about the location of cameras, poles and power. He
advised that with AEP street lights require power and city has to submit an application to put a camera up
on their poles. This process could take up to 3 weeks. Board advised to keep this item on the agenda and
asked if they could help speed up the process with AEP.
Commander Schauer reported that the 2 taggers of Niko's got 18 months and a year sentence. He
explained that an agreement had been reached with the Sheriffs department for trustees to clean street
signs. Mr. Johnson requested a copy of the graffiti ordinance.
The public hearing to adopt the new sales tax base will be January 13, 2010. The meeting will be posted
in the newspaper 10 days before.
JAC personnel introduced themselves. Board introduced themselves. Rene Mendiola spoke of the
partnership between Municipal Court and JAC. He explained that the two are different arms but work
well together,they all have the same goal. He explained that the case managers review what the juveniles
do after judge sentences them. Judge Flores also reviewed the court process and how they work with case
managers. Jesse Molina suggested case managers follow up after their clients are completed.
Board reiterated that 30 minutes late policy is ok.
Board would like to see organizational chart for the 50 officers that are assigned to Crime Control.
Mrs. Saldana reported her meeting with Chief Riggs went well. Mrs. Saldana explained that Chiefs Riggs
will be doing a reorganization within the department and that someone from the board will act as liaison.
Mrs. Saldana would like to put Chief on the agenda each month.
A motion was made by Mrs. Garcia and second by Mr. Sauceda to adjourn the meeting at 3:55 p.m.
