Bray Jr. City Secretary Armando Chapa Council Member Martin called the meeting to order in the Council Chambers of City Hall. City Secretary Chapa checked the roll and verified that the necessary quorum of the Council and the required charter officers were present to conduct the meeting. (Note:Election law allows that only two members of the Council are required to be present and constitute a quorum for purposes of canvassing election results.) Assistant City Manager Utter explained that the Council would canvass the election results of Proposition 2 on the ballot (Community Progress Partnership proposals), and then the Crime Control District Board members would move to another location to canvass the election results of Proposition 1 on the ballot. Mr. Chapa then explained that the information in front of the Council were the results that the election judges presented to Mayor Neal on election night November 4, 1997. The results in the book are the election results printed by the County Clerk as reported to him that evening. He said to canvass the votes,they could conduct a spot check of some precincts presented to the Mayor and compare them to the results reported by the County Clerk. Mr. Martin said he did not think they needed to do a spot check of the precinct results;Mr. Chapa said he had checked all the results. Mr. Martin then made a motion to approve the following ordinance, seconded by Council Member Gonzales: 1. ORDINANCE NO 07117 Ordinance canvassing returns and declaring the results of the special election held on November 4, 1997,in the City of Corpus Christi for the adoption of a Section 4B sales and use tax rate of three-eighths of one percent to undertake community projects pursuant to Section 4B of Article 5190.6. SCANNED 1140 '4111/ Minutes Joint Council Meeting November 10, 1997 Page 2 An emergency was declared and the foregoing ordinance passed by the following vote: Gonzales and Martin voting"Aye." Mr. Martin called for comments from the audience, and there were none. He asked when the Council needed to appoint the permanent board members of the Crime Control District. City Attorney Bray replied that he did not think there was a specific date by which they needed to be appointed, but he thought it should occur in the relatively near future. Mr. Martin asked if they would be unilateral appointments by each Council member, and Mr. Bray replied that they would be. He added that staff was discussing this issue with the Comptroller's Office to be sure they are following their procedures. He said it may be that the Council will need to formally adopt that specific manner in the statute in a Council action as a whole, whereby then each Council member would make his or her one appointment. There being no further business to come before the Council, Mr. Martin declared the joint meeting adjourned at 10:13 a.m. on November 10, 1997. * * . * * * * . . . . . .
