WORKSHOP
CRIME CONTROL AND PREVENTION DISTRICT
MAY 5, 1999 - 3 :00 P.M.

The workshop was called to order by President Loeb.
The April 28, 1999, minutes were unanimously approved by the
Board.
Mr. Loeb introduced Linda Bridges, the Mayor' s appointment to
the Board.
Mr. Loeb said that as the Board goes through the budget process
there are two issues of on-going concern. One is the effect, if
any, of the IACP study and the recommendations of community
policing and how it will affect what was originally planned for
this district . The other concern the Board is going to deal
with is the Juvenile Curfew and Truancy Center issue and Mr.
Loeb said he asked Paige Dinn and a representative from the
Juvenile Justice Center to join the Board for their next meeting
on May 19, 1999 .
Ms . Robinson and Ms . Eldridge presented the proposed budget to
the Board. For the benefit of the new members, the Board
discussed in detail the Juvenile Curfew & Truancy Center. Ms.

Eldridge said the Board will be presented with TRIP statistics
for the school year, the Police Department ' s evening curfew
statistics, and a report from Municipal Court showing how many
truancy and curfew citations were issued.
The Board discussed a request from CCISD for a different funding
use within the School/Police Partnership project. The Board
will have it as an action item for the next meeting.
The Street Lighting project was discussed. Ms. Robinson told
Ms. Bazar that $25, 000 was budgeted for 98-99 and the Board must
request that amount to be carried over to the next year' s
budget .
Chief Alvarez assured the Board that the Community-Policing Plan
would be discussed in a workshop with the City Council and Crime
Control Board present .
Ms . Eldridge said she has an answer on how the other crime
control & prevention districts address administrative costs . She
said there were 15 other crime control districts surveyed. Fort
Worth is the city that came close to our size population and the
city absorbs all administrative costs of the district . Out of
the cities surveyed, only two districts (Balcony Heights and
Saginaw) pick up administrative costs .
Mr. Olivares referred to the April 28, 1999, minutes. He said
in the first paragraph, second page, they should reflect Ms.
Banales, not him, stating that the administrative position
should be added as a line item in the budget.
The Board discussed scheduling of the monthly meeting for the
third Wednesday of the month at 2 :30 p.m. Ms. Eldridge said she
would check on room availability.
There being no further business, the meeting adjourned at 5 :15
p.m.
