Vernon A. Wuensche, Steven DeAses, Robert Aguilar, Kevin Martinez, Jesse Gatewood, and Robert Sandate. Absent Alfred Tristan. Staff- Gene Delauro, Steven Rhea, or Walters, and Criselda Aguirre Ott. Approval of Absences: Regular Meeting -February 25, 2016 1. Kevin Martinez—excused 2. William K Pitchford—no reason given Motion was made by R. Aguilar and seconded by J. Gatewood. Motion passed by quorum vote. IV. Approval of Minutes: Regular Meeting -February 25, 2016 Motion to approve this item was made by S. Deases and seconded by A. Tristan. Motion passed by quorum vote. V. Public Comments: None V1. Discussion Regarding City Electrical License Discontinuation and Notification to Existing City Electrical Licensed Contractors: Staffpresentation was given by Norm Walters regarding this item. A letter has been sent to all existing City Electrical Licensed Contractors, including journeymen and master electricians, within the City advising them of these changes effective September Is', 2016. Informed that City will be using the State Licensing Program: The Contractor is required to get their Master's through the State, register with the City as a contractor, provide proof of their State Contractor's license, and provide proof of insurance in order to obtain a permit. The it will no longer issue or renew any registrations of City Electrical Licensed Contractors. Any it licenses that go beyond this date will be honored until its expiration, but will not be renewed by the City. These contractors will need to contact the State and TDLR for more information on how register through the State without having to take the Exam, if applicable. See Chapter 73, Title 8 oft TX Department of Licensing and RegulationlAdministrative Rules for detailed information. No action required, discussion only. V11. Discussion Regarding the Bonding of Gas Lines: Staff presentation was given by Gene Delauro and or Walters. Common issue has been that a plumber that does not have an electrician on site, may decide to bond the gas line himself, however, this is not a good practice and is not recommended. Acceptable bonding codes int NEC vs the /PC do not line up. The City is looking to require that all gas lines be bonded to the grounding electrode with the proper #6-not directly connected to the panel. Staff and Boardmembers discussed ideas as to how we should monitor who pulls the permit as well as the type of City inspector that inspects this type of work. It was determined that if a gas line is being changed, a licensed electrician needs to bond the pipe. Once a City Policy Memo is drafted, detailing these requirements, it will be distributed, per Gene Delauro. No action required, discussion only. Vill. Discussion Regarding 3rd Party Inspection for Solar Cells: Staff presentation was given by Gene Delauro. Due to if safety regulations, our City inspectors are not allowed to climb up to the roof to perform the required inspection. After discussion amongst Staff and Boardmembers, the City will consider an office policy asking the contactor to contact us on the last day they are on the job-site and provide photos for us to reviewlapprove inspections. The City may also consider requiring a 3rd party agency to inspect and approve the installation. The additional charge for the 3rd party agency would be at the contractor's expense. No action required, discussion only. Ix. Status Update: Boardmember, William K. Pitchford Vernon Wench left after this discussion. Board approved being that the remaining Agenda items are not action items. No action required, discussion only. X. Building Official's Report Department Updates: 1. 2014 NEC went into effect on September Is', 2016. 2. TDLR has a ' r 'r for the adoption of the 2017 NEC to be implement by September Is, 2017. Once adopted, an ordinance will be drafted and taken to City Council in the Spring of 2017. 3. The cancellation of re-outs has not posed any issues. 4. INFOR is a work in progress and will be in full effect by the end of 2016. 5. Cost of Service Survey, is being performed to study fees. Permit recap: August 2016 84 new single family homes, a total 714 for the year. 249 Residential AdditionslRemodels, 60 new Commercial Constructions, 107 Commercial AdditionslRemodels, 23 Demolitions, 17 new signs, etc. Detailed information is available on the Development Services webpage.
