Board Members Present: Mike Carranco, Chairman Willie B. Flemmings John Bartram Joe Hernandez Frank Brogan Robert Shake Kyle Budd Ralph Skinner Board Members Absent: George Canales Staff Members Present: David Lewis, Chief Electrical Inspector Norbert Hart, Director of Housing& Community Dev. Jay Reining, Assistant City Attorney Bryn Meredith, Assistant City Attorney Elizabeth K. Butler, Executive Secretary Chairman Carranco called the meeting to order at 3:00 p.m., in the Committee Room on the first floor of City Hall. The first item of business was roll call. Mr. George Canales was absent. A brief discussion followed concerning the allowable number of unexcused absences a board member is allowed to accumulate before he is automatically removed from the board. Mr. Skinner requested that the minutes reflect that Mr. Armando Chapa, City Secretary, be notified that Mr. George Canales has missed four meetings and is removed from the board. The next item was the discussion of the recommendation to the City Council to adopt the 1999 National Electrical Code, with local amendments. The Board reviewed the changes to Section 90-2(b)(5) and agreed that it met the intent of the discussion at last month's meeting. At last month's meeting it was agreed upon that Section 514-8 needed to be reworded and brought back before the board. A discussion followed after which a motion was made by Mr. Budd, seconded by Mr. Shake, to accept 514-8 as written in this draft, striking everything pass the first sentence in Exception No. 2. The motion was then amended to have Section 514-8 Exception No. 2 read as follows: "Rigid nonmetallic conduit complying with Article 347 shall be permitted where buried under not less than 2 feet (610 mm) of cover. Where rigid nonmetallic conduit is used an equipment grounding conductor shall be included to provide electrical continuity of the raceway system and for grounding of noncurrent-carrying metal parts." Amended motion was passed with Mr. Skinner abstaining. A motion was made by Mr. Budd, seconded by Mr. Bartram and passed to bring Section 300-Il off the table. SCANNED P.O. Mr. Budd voted no. A motion was made by Mr. Brogan, seconded by Mr. Bartram, and passed unanimously to approve the proposed amendments with corrections to the 1999 National Electrical Code in its entirety. Motion was made to recommend adoption of 99 NEC for council approval. The next item was the discussion of old and/or pending business. There was no old and/or pending business. The Building Official's Report was the next item. Mr. David Lewis stated that Mr. Sosa was out of town on business. He also stated that Chapter 1 which is the Administrative Chapter would be the next matter brought to the board for review. He added that it is in the process of being taken to the other boards.
