Chairman Carranco called the meeting to order at 4:00 p.m., in the Committee
Room on the first floor of City Hall. The first item of business was roll call. Mr. Brogan
was absent.
Mr. Kendall stated that Mr. Sosa was not present today and that he would be
taking over today and he introduced Mr. Norbert Hart, Director of the Housing And
Community Development Department, David Lewis, Chief Electrical Inspector and
Andrew Lang, Electrical Inspector. Mr. Kendall stated that what we have before us is a
proposed alternate method under Section 201.7.
Mr. Lewis stated that the basic issue is the decision of the Building Official for an
alternate means or method of construction that is being brought to the Board seeking
concurrence. The Building Official's authority is in Section 102.7 and 105.2.3 "Powers
of the Board". He stated that alternate means and method proposed was for an apartment
complex located at 6617 Weber. He stated that due to a glitch in our system the plan
review process was not completed, the electrical plan review was not made on this
particular set of plans, but the job proceeded and permits were issued. The Building
Inspection Division identified a variance to the code, the parties involved were contacted,
but no definite action was taken by the Inspection department to stop the job. Mr. Lewis
stated that when the final inspections and approvals were requested the issue was brought
to the board at a special meeting. He stated that after the board's consideration and
action at the April 24th meeting a second alternate method was submitted to the Building
Official, and approved, now we are seeking the Board's concurrence.

A brief discussion followed during which Mr. Hart stated that he felt reasonably
confident in the alternate method because the Fire Marshall had accepted it and Mr.
Lewis was satisfied. Mr. Martin Adrian, the Electrical Contractor at the project, stated
that he felt the first proposed alternate method had been good enough. Mr. Shake
questioned what the plaques where made of and if they were permanent. Mr. Lang gave
a status report on the construction. Mr. Budd clarified what the Building Official was
presenting to the Board for concurrence as an alternate method. He also stated that
whether it is a plan oversight or a cost-effective reason should not matter to this Board.
He pointed out that this board's duty is to interpret the code and guide the city on what
they think should be done. He added that it is his opinion this project is not in
accordance with NEC or the City Ordinance and that he did not concur with the proposal
and he felt a resolution could be worked out.
Mr. Lewis reminded the board that the Building Official was not bringing a
design before the board he was bringing an alternate method for the board's concurrence.
A motion was made by Mr. Shake, seconded by Mr. Flemmings and passed, with
Mr. Budd voting no, to concur with the Building Official's recommendation.
A discussion followed concerning the time frame of the construction and whether
or not the alternate method would apply to the whole project. The board also reviewed a
site plan that was provided by Mr. Joe Hernandez, Board Member, who is employed by
Central Power and Light.
Mr. Hart stated that he would direct staff to bring something back to the board to
help clarify this matter. He then thanked the board for their time and effort.
Mr. Budd asked if the vote needed a quorum in order to pass. Chairman Carranco
responded that he had voted and the motion had passed.
The meeting was adjourned at 4:46 p.m.
