Vice Chairman Brogan called the meeting to order at 3:05 p.m., in the Council.
Chambers on the first floor of City Hall. The first item of business was roll call.
Chairman Mike Carranco and Mr. Chuck Sebbert were absent.
A motion was made by Mr. Skinner, seconded by Mr. Budd and passed
unanimously to approve the minutes of November 16, 2000.
A motion was made by Mr. Skinner, seconded by Mr. Budd and passed
unanimously to excuse Mr. Brogan from the last meeting because he had to attend a
called meeting.
Vice Chairman Brogan stated that the next item of business was the election of
officers. Mr. Adrian nominated Mr. Kyle Budd as Chairman, seconded by Mr.
Hernandez. Mr. Homer nominated Mr. Martin Adrian as Vice Chairman, motion was
seconded. There being no further nominations, the nominations were closed. Mr. Kyle
Budd elected Chairman with Mr. Martin Adrian Vice Chairman. Mr. Budd assumed the
chair.
The next item of business was the Focus Group Report. Mr. Sosa stated that the
input of the Boards is being developed into a complete document.
The discussion of the adoption of the 2000 International Codes starting with
Chapter I —Administration was next. Mr. Sosa stated that he had two staff members

attend a code use class in Austin that was focused on the use of the 2000 International
Codes. Mr. Sosa stated that in the interest of time we have already started the review and
adoption process.
Chairman Budd inquired about the intention of tying anything into the National
Electrical Code under the new Administrative Chapter.
Discussion of changes to the 1999 National Electrical Code, NEC 230-6, NEC
230-70(a), NEC 422.31, decorative lights have been discussed before. Mr. Lewis
introduced himself to the new members. He stated that this item had been tabled at the
last meeting. Motion was made by Mr. Skinner, seconded by Mr. Brogan and passed
unanimously to bring this item off the table so that it can be discussed. Mr. Lewis
handed out copies of this discussion item. After a lengthy discussion Chairman Budd
asked staff to work on draft and come back with a final draft. Mr. Lewis stated that what
he would like is input from the board in developing this draft. The Chairman felt that
maybe the Board could think about this item and bring it back at next month's meeting if
we have a recommendation.
A motion was made by Mr. Skinner, seconded by Mr. Hernandez and passed
unanimously to table this matter until the next meeting for further discussion.
Audience member, Mr. Oscar Palacios stated that he would like illustrations to
help the audience visualize what is being discussed. He also requested copies of what
had been discussed today. Chairman Budd stated that this was just a clarification of what
is already in the code.
Chairman Budd asked Mr. Lewis about an additional letter concerning MC cable.
After a discussion a motion was made by Mr. Adrian, seconded and failed by a four to
three vote to allow armored cable and MC cable acceptable in feeders and sub feeders as
written in the NEC and amend 338-7 to clarify what is not allowed.
Mr. Lewis explained what the decorative lighting issue was and stated that it is
still being addressed by initiating investigations and actions on that item.
Chairman Budd stated that because we are under the National Electrical Code
changes the January 2000 Board meeting minutes reflected the discussion were we
adopted the ordinance changes. He stated that the board had approved the change to
Article 210-52(6)1 by adding the words`laundry /utility room"to the list of rooms. He

pointed out that the brown sheets that the Board has now that change has been omitted.
He thinks that should be added.
The Chairman called for the Building Official's report; there was nothing to
report.
The next item was receipt of petitions from the audience. Mr. Chuck Zeller
asked about the control or jurisdiction this board has over the electrical inspectors.
Chairman Budd stated that the Board does not have any control. The Chairman
suggested that he follow the chain of command starting with the Chief Electrical
Inspector, the Building Official and then write a letter to the City Manager and document
the matter.
The meeting was adjourned at 4:55 p.m.
