Hines, Recording Secretary • Acting Chairman Martin Adrian called an informal meeting to order at 3:26 p.m. due to a quorum not present. The first item of business were petitions from the audience. The board received several letters (1) Mr. Rey Salinas, 3514 Carrolleton. Some electrical work was not completed by a contractor, Mr. Jesse Martinez. As of today, 3-26-03 the work has not been completed. Mr.David Lewis contacted the contractor and he has agreed to take care of the problem. The Salinas's is asking for a solution for their problem (2) Mrs. Sue Guess used the same contractor as the Salinas's, but her problem was the contractor took her money and never performed the work. Ms. Guess is also asking for a solution. The board asked Legal department for help. Suggestion possible file a grievance form and bring back to the board. Suggestions 1) Investigate 2) Rebuttal from Mr. Martinez 3) Timetable from board recommendation to City Council 4)get information out to the public 3)The limitation of this board would be pull his license. (3) Mr. Randy Perry, 309 Texas Avenue - His concern was more public awareness information to tell the city they have be a master electrician; the license number on their truck and sign on the truck. (4)Mr. Don Fere Well,4533 Baldwin- Meter Cans, Why are they stocking these meter cans and who checks them? Motion made by Mr.Adrian, seconded by Mr. Conolly to approve the minutes of the previous meeting (March 26, 2003). Mr Carranco asked to be excused. Motion by Mr. Adrian, seconded by Mr. Salazar to excuse Mr. Carranco. The next item of business was the review, discuss changes to and adoption of Chapter 1. Mr. Harney of the Legal dept stated that the draft of Chapter 1 was not ready for review. The 2003 Codes are being reviewed by the Legal dept also. Possibility of combining the various boards. The electrical advisory board received a draft copy of the letter that was drafted by the legal dept. Mr. Budd stated that the board would copies send to all boards, city council. The mechanical/plumbing have not seen the letter. Question from Mr. Carranco - can the board members be contacted as to when it be put on the council agenda. The next item of business was the Building Official Report. Mr. Kendall stated they are trying to adopt the 2003 code and get current like all the other states. We have been at the • Frost Bank/Development Center for about one month. For information only,Mr.Lewis gave an update on the electrical testing. Question - What would staff duties be prior to the exam. The next time of business was board member and staff discuss of any pending, old or new item to be put on future agenda. There was none. Motion made to adjourn the meeting by Mr. Adrian, seconded by all and passed unanimously. My name is Rey Salinas, I live at 3514 Carrolleton, Corpus Christi, Texas 78411. I am writing this letter as a form of complaint and awareness. On 1/16/03 I contracted Jesse Martinez from Ruan Electrical Service Contractor's,his license number is M-3864, and resides at 4626 Nesbitt, Corpus Christi, Texas 78415. This individual was contracted to rebuild my electrical service to 150 amps, service new distribution panel and breakers, install new meter enclosure and grounding system, install new riser and service entrance conductors, bonding of gas and water metal piping. All work was to meet city, state,and national electrical codes. All permits fees, inspection and taxes are included, every thing is on the written contract. He started the work and rewired the inside of the house at that time we paid him partial payment of$350.00,then came back and installed the riser and we paid him $600.00, at that point we asked him if we needed to contact the inspector he informed us that he would call because it was a recorded message and he • would give them the permit number. He then finished with installing ceiling fans and light fixtures, we paid him$465.00, again we asked him about the inspection and he told us that he had taken care of every thing and that he was just waiting on the inspector. On February 27, 2003 our electrical service was inspected,but the work was red tagged, it stated Permit #3-1667 was in violation of#12 al. on 2 amp breakers, al/cu improperly spliced, white conductors may not be tied to breakers, circuits cont labeled on circuit index need to inspect for fan boxes. Inspector:Lewis A day later the tag was removed,we were lucky that we copied the violations on a paper. I ran into Mr. Martinez while he was working at a store and we spoke and he told me he removed the tag and that the violations were very minor and he would fix the problem later on the week of Feb. 27, 03. I have phoned and talked to Mr. Martinez and he assured me he would correct the problem, it has been about three weeks since we talked and at least two weeks from the date he told me he would fix the problem. I have now called him on two of the phone numbers he gave me and these numbers are now disconnected and his cell phone is activated and I have left messages and he has not returned any of our calls and he has not contacted us to give us any indication if he will fix the problem. Mr. Martinez had done work for me in the past, and I paid him as soon as he got the inspection done. This time, however, he asked if I could let him have$420 in advance to • buy materials with. I agreed and gave him my check on the same date. He was to acquire the permit and start work on the following day, February 21. When I hadn't heard from him by the end of the next week, I called him. He said he had gotten tied up on another job, but that he would definitely get the work done on the following Monday, March 3. He has not done the work, and although I have left several messages on his voice mail, have been unable to reach him since that time. I checked this morning to see if he had even pulled a permit& I was told that the only permits for this address were the Reout Permits I had pulled myself. I will appreciate your presenting this matter to the Electrical Advisory Board and/or advising me of any further steps I can take to either recover my money or get the work done.
