Chairman Budd call the meeting to order at 3:20 p.m. The first item of business was roll
call. Mr. Joe Hemandez was absent. Mr. Budd and Mr. Conolly asked for and received
permission that their respective absences are excused. Motions to excuse were made,
seconded, and the vote was unanimous to excuse.
Minutes (as corrected) of the July 17, 2003 meeting was approved by vote of the body.
Motion made by Mr. Adrian and seconded by Mr. and seconded by Mr. Tomo. Due to
the number of absences by Mr. Homer, it was considered that the replacement processes
begin.
The next items o f business:
(a) Review and possible action on changes to and adoption of Chapter 1 of the Code of
Ordinances. Mr. Sosa mentioned that the Legal Department is still working on the
composition of Chapter I. The City Council has asked that all Codes be completed
by July 24, 2003. The first reading will be on August 19, 2003. Copies will be
mailed to each of the board members for review. Discussion will be an agenda item at
the August meeting of the board.
(b) The passage of House Bill 1487, State Licensing of Electricians was the next item of
discussion. Mr. Lewis distributed information downloaded from the website of the
Texas Department of Licensing and Regulations, (www.license.state.tx.us) regarding
the licensing processes and procedures. The board asked questions and Mr. Lewis
and Mr. Harney provided some answers and information.
(c) Scheduling and Cancellation of Board Meetings was the next topic of discussion.
Mr. Budd stated that he would poll the board members prior to asking for the
cancellation of another meeting. He stated also that the Board Secretary, Ms. Hines
usually calls the chairman on the Thursday or Friday before the meeting to see if

there is anything to put on the agenda. Mr. provided data comparing the numbers of
meeting held/cancelled of the Electrical Advisory Board with other technical Boards.
Mr. Carranco made remarks regarding the need to have all scheduled meetings. Mr.
Budd referred to Ordinance #105.5.1.2 which outlined the responsibility of the Boards to
conduct meetings, when necessary. A motion made by Mr. Carranco to have meeting
each and every month failed for lack of a second.
The next item of business was the Building Official's Report: Mr. Sosa gave a brief
report on the restructuring of the Department. His position is as Assistant Director of
Development Services/Building Official of Inspection Operations and Special Services.
He said that Assistant City Manager Ms. Margie Rose was serving as Interim Director of
Development Services. Mr. Sosa informed the Board that the position of Director would
likely be filled within ninety (90) days. Mr. Sosa and Mr. Harney responded to questions
about the Technical Construction Advisory Board. Mr. Sosa informed the Board of the
submission on August 19th of the Codes to the City Council.
The next item of business was pending, old and new items for future agendas:
(a) Discussion of Section 105.5.1.2 which deals with Scheduling/Cancellation of
meetings.
(b) Discussion on the definition of the "Electrical Safety and Licensing Advisory
Board" as described in the new State Electrician licensing law.
Chairman Budd asked all the Advisory Board members to contact the Secretary or
himself if there were any items that should be added to the monthly agendas.
The next item of business was petitions from the audience:
(a) Robert Shake, a licensed electrician, read portions of the new electrician
licensing law. H also made comments on the proposed residential code.
(b) Craig Loving, a licensed electrician , made remarks about the way that
electrician should carry or wear their licenses. He also made comments about
the identification methods that inspectors could possibly wear ( a badge or
color coding of electrician licenses).
(c) Mr. Lewis acknowledged the presence of Ralph Skinner, former member of the
Advisory Board.

Motion made to adjourn by Mr. Adrian, seconded by Mr. Carranco. Meeting
adjourned at 4:10 p.m.
