CALL TO ORDER
Chairman Kyle Budd declared a quorum and called the meeting to order at 3:10 p.m.
ROLL CALL
The first item of business was roll call. Chuck Sebbert, John Homer, and Joe Hernandez were
absent.
EXCUSED ABSENCES
Robert Conolly asked to be excused for his absence at the previous board meeting. Motion
was made by Shane Tomo and seconded by Miguel Carranco to excuse Mr. Tomo's absence.
Ernest Salazar also asked to be excused for his absence at the previous board meeting. Motion
was made by Martin Adrian and seconded by Robert Conolly to excuse Mr. Salazar's
absence.
APPROVAL OF MINUTES -October 16, 2003
Motion was made by Martin Adrian and seconded by Miguel Carranco to accept the previous
minutes as submitted.

AGENDA ITEMS
Changes to Chapter 1 & 2002 NEC Adoption
The 2003 Codes were adopted during the middle of September 2003. The City of Corpus
Christi's Legal department stated that Codes became effective after posting.
IBC & IRC now require smoke alarms in every room. This includes living, sleeping, and
common areas.
Closets will not be considered a bedroom, where Arc-Fault protection is required.
State Licensing of Electricians Presentation
David Lewis attended an External Focus Group meeting on October 1, 2003, which was
conducted by TDLR.
Some of the people that attended the meeting had licenses to as many as twenty (20)
jurisdictions.
State license expiration dates and pending rules were discussed.
Licensees cannot engage in a responsibility to a client.
QUESTIONS ASKED BY BOARD MEMBERS
Will smoke detectors affect Electricians?
Response: Yes, smoke detectors will be required in living, sleeping and common areas of a
residential dwelling.
Would it be appropriate to see a copy of the City Ordinance (highlighted) that affects
Electricians?
Response: Yes, we will have Joseph Harney-Assistant City Attorney provide that ordinance to
the board members at the next meeting.
Will construction projects under design be affected?
Response: They will fall under the old code depending on the design dates.

Will smoke detectors be counted as outlets?
Response: Yes.
If an electrician went to apply for a State License, when would the license be effective?
Response: The State license would be effective when received.
BUILDING OFFICIAL'S REPORT
There was none.
FUTURE AGENDA ITEMS
Discuss the change to circuitry.
NEW OR PENDING ITEMS
December's board meeting will be held as scheduled.

Motion was made to adjourn by Chairman Budd. The meeting was adjourned at 4:05 p.m.
