CALL TO ORDER
Chairman Kyle Budd declared a quorum and called the meeting to order at 3:04 p.m.
ROLL CALL
The first item of business was roll call. Chuck Sebbert, John Homer, and Ernest Salazar were
absent.
*Martin Adrian joined the meeting at 3:08 p.m.
EXCUSED ABSENCES
There were none.
APPROVAL OR CORRECTION OF MINUTES-November 20, 2003
The minutes from October 16, 2003 needed corrections. The second item listed under agenda
items needs to read: IBC & IRC now require smoke alarms in every room. This includes
sleeping and common areas.

APPROVAL OR CORRECTION OF MINUTES—November 20, 2003 CONT'D
The other correction that needs to be made is listed under the Questions asked by Board
Members section. This section needs to read: Response: Yes, smoke detectors will be required
in sleeping and common areas of a residential dwelling.
A motion to accept the minutes with corrections was made by Robert Conolly and seconded
by Shane Torno.
AGENDA ITEMS
Update on State Program of Licensing Electricians
(1) TDLR Electrical Safety & Licensing Advisory Board Meeting
(a) Advisory Board meets for the first time on Tuesday,November 18, 2003
(b) Copy of agenda was distributed to the chairman and board members.
(2) Breakdown of TDLR Electricians Administrative Rules (Draft)
(a) Section 73.21b Licensing Requirements-Examination states that in order to obtain
a license without examination, a completed application must be filed before June 1,
2004 and the provisions in Section 3, House Bill 1487 of the 78th Legislative Session
must be met.
(b) Section 73.22h Licensing Requirements-General states that a person using the
license of another person or allowing another person to use his license shall be subject
to license denial, suspension, or revocation and/or assessment of an administrative
penalty.
(c) Section 73.24-2 Licensing Requirements-Waiver of Examination Requirements
states that a form prescribed by the Department and completed by the municipality or
region in which the applicant was licensed for at least one year.
(d) Section 73.40-1 Insurance Requirements states to be at least $300,000 per
occurrence (combined for property damage and bodily injury)
(e) Section 73.40-2 Insurance Requirements states to be at least $600,000 aggregate
(total amount the policy will pay for property damage and bodily injury coverage)
(0 Section 73.60 Standards of Conduct for Licensee was discussed
(g) Section 73.65 Advisory Board was discussed
(h) Section 73.70 Responsibility of Licensee-Standards of Conduct was discussed
(i) Section 73.80 Fees- Application and renewal fees breakdown was discussed

QUESTIONS ASKED BY BOARD MEMBERS
Will the City require someone with a State Masters License to have a State Electrical
Contractors License in order to pull a permit?
Response-Yes
How does the state plan to make sure people keep a minimum liability insurance policy?
Response- They will have forms and a structure to protect that.
If someone chooses not to go after a state license they can just renew their City Masters
license and keep doing work in the city?
Response-Everyone will be required to have a state license.
When the state license goes into effect, will this effect the homeowners permit?
Response-No, it will not affect the homeowners permit. A permit will still be required.
Referring to Section 73.24B2, page 5 of the Texas Dept of Licensing & Regulations. Is the
city going to provide a prescribed form?
Response-It would be there form provided to the City or applicant from TDLR.
Do you see a fee being charged for the prescribed form?
Response-Yes, if anything, there might be a license maintenance fee factored in.
Did you include in the report the City's Actions on the city program for licensing electricians?
Response-January 05, 2004 has potential of being the last exam date.

NEW OR PENDING ITEMS
News update provided by Joseph Harney, Assistant City Manager
He just got copies of 2003 codes and was going through IBC electronically. There are some
other issues he got 150 hits on electrical and. Not a whole lot of information that is going to
be outside the scope of what the NEC addresses.
Highlighted copy of codes will be worked on for the next advisory board.
PETITIONS FROM THE AUDIENCE
Owners of Alvarado Electric were present. Mr. Alvarado's concerns were about SunGeorge
and work contracted at 2501 Fleece. SunGeorge homes had originally contracted the work to
Alvarado Electric. Alvarado Electric pulled the permit for this particular job, but could not
complete during the weekend. SunGeorge then contracted the work to Santos with S&S
Electric to complete the job. A permit was not pulled until 6 days later. Mr. Alvarado's
intentions of meeting with the board were to get the board's thoughts on the matter.
Mr. Alvarado was advised of the grievance filing process.
ADJOURNMENT
Motion was made to adjourn by Chairman Budd. The meeting was adjourned at 4:08 p.m.
