CALL TO ORDER
Chairman Kyle Budd declared a quorum and called the meeting to order at 3:10 p.m.
ROLL CALL
The first item of business was roll call. Charles Sebbert, John Homer, and Ernest Salazar and
Joe Hernandez were absent.
EXCUSED ABSENCES
There were none.
APPROVAL OR CORRECTION OF MINUTES-November 20, 2003
A motion was made by Miguel Carranco and seconded by Martin Adrian to accept the
minutes as written.

AGENDA ITEMS
Nomination of the Chairman and Vice Chairman
A motion was made by Miguel Carranco and seconded by Martin Adrian to re-elect Kyle
Budd as Chairman. The motion carried.
A motion was made by Shane Tomo and seconded by Robert Conolly to elect Miguel
Carranco as Vice Chairman. The motion carried.
A motion was made by Robert Conolly and seconded by Miguel Carranco to have an
electrical supplier that has an application in with the City Secretary's Office serve on the
board. City Council would appoint the electrical supplier to fill the term until the term can be
filled, and if City Council desires to change the commercial builder's title to electrical
supplier, that decision would be between Council and the Building Official.
A motion was made by Robert Conolly and seconded by Martin Adrian to table the Six means
of disconnect topic.
BUILDING OFFICIAL'S REPORT
There was none. Mr. Sosa was not present.
Julie McCoy, recording secretary for the Electrical Advisory Board informed the board of the
department's new Director, Barbara Bailey, AICP. Ms. Bailey would be joining the
department on January 19, 2004.

NEW ITEMS
Update given by David Lewis, Electrical Team Leader:
The state electrical advisory board met on January 09, 2004 to discuss the acceptance of the
proposed rules. The electrical forms will be available March Is' on the website for people to
apply for state licensing or the exemption of the examination of state licensing. On January
14, 2004 there was a town hall meeting held in Amarillo, Texas. Members of TDLR Advisory
Board met with individuals in that area of the state.
Mr. Sosa contacted Mr. Shaunessey with TDLR who had conducted the meeting in Amarillo
and Fort Worth, Texas. He was curious as to why a meeting had not been held in South
Texas. Mr. Shaunessey's response was that no one had requested a meeting for in the Corpus
Christi area. A list has been created to contact people who would be interested in attending a
town hall meeting held by TDLR. If a meeting is held, it would have to be prior to March 1
publication. The invitation list would include the Electrical Advisory board, organized labor,
independent contractors, inspectors, and people of the construction industry.
There has been discussion on phasing out the City's testing to accommodate the State
structure.
June ta' will be the closing date of the Grandfather period.

Motion was made to adjourn by Chairman Budd. The meeting was adjourned at 4:43 p.m.
