CALL TO ORDER
• Chairman Kyle Budd declared a quorum and called the meeting to order at 3:05 p.m.
ROLL CALL
The first item of business was roll call. Martin Adrian, Joe Hernandez, and John Homer were
absent.
EXCUSED ABSENCES
There were none at this time.
APPROVAL OR CORRECTION OF MINUTES—March 18, 2004
David Lewis, Electrical Team Leader, made reference to errors on page three of the Electrical
minutes. The first paragraph under agenda items should read:
An inspector's interpretation is that a clothes closet is in a bedroom. If the switch out is turned
to face the inside of the clothes closet, then those particular outlets are not in the bedroom any
longer, and they would not have to be protected by arc fault. My contention is the fact that
other than the garage with flammables' being stored, probably a clothes closet is on of the
most flammable things in the home. I also think that clothes closets in the bedroom should be
included in the arc fault protection.

A motion was made by Robert Conolly and seconded by Shane Torno to accept the minutes •
as amended. The motion carried.
LATEST INFORMATION ON STATE LICENSING- By: David Lewis, Electrical Team
Leader
• Texas Department of Licensing and Regulation (TDLR) issued 5,800 electrician
licenses during the Is' month
• The average time from application to issuance was less than nine days
• TDLR received 9,563 applications from electricians seeking a new state license during
the month of March
• 61% of the applications have been completed and licenses issued under nine days
• TDLR estimates that there are between 60,000-80,000 electricians in Texas
• TDLR is currently accepting applications for six of the nine electrician license types
created by House Bill 1487
• Through March 31, the agency has issued licenses to 2.657 master electricians, 2, 880
journeyman electricians, 61 master sign electricians, 44 journeyman sign electricians.
95 maintenance electricians and 118 residential wiremen.
• Electricians have until June 1, 2004 to apply for a statewide electrician's license
during the statutory grandfathering period.
AGENDA ITEMS
Mid Year Ordinance Amendments-By Joseph Harney, Assistant City Attorney •
• Offer local licenses for those who choose to keep it
• Run independently
• Give authority to the Electrical board to be able to revoke and suspend local and
state licenses
• Encourage registration for out of town electrical contractors in order to maintain a
database
A motion was made by Chairman Kyle Budd and seconded by Robert Conolly to include in
the mid year ordinance amendments that all City of Corpus Christi Master Electricians that
are operating electrical contractor firms in the city limits of Corpus Christi have minimum
insurance requirements as specified by State Law. The motion carried.
Update on Energy Code Compliance-By David Lewis
• Electrical inspectors will be actively making energy code compliance inspections by
May 31. 2004, as well as the Building, Mechanical, and Plumbing Inspectors.
• We will notify the association and groups on facts related to Energy Code Inspections

QUESTIONS ASKED BY BOARD MEMBERS
Is the City is already recognizing the State Journeyman license in Corpus Christi.
Response by David Lewis: Yes.
So, are you allowing someone who does not have a City license to pull permits because they
have a State license?
Response by David Lewis: Yes.
Response by Joseph Harney:
As soon as infrastructure is in place at the State level, you will be able to report those
individuals. and the State will be able to use their enforcement capabilities. If a contractor
does not have a State of local license, obviously their in violation.
Have we submitted any changes to the Ordinance Amendment in regards to the NEC
language?
Response by David Lewis: None at this time.
In regard to the State licensing law, is the City doing anything as far as recovering lost
revenue,perhaps through a registration fee?
Response by Joseph Harney: That is something that we are looking at, but because of the loss
of revenue and reduction of expenses that are associated with the electrical examination
• process. the overall loss will not be as great as the first analysis.
Is there anything we can do legally to track who is working in the City?
Response by Joseph Harney: No. we cannot register them. We cannot require them to be
licensed with the City, but they are required to have licenses required by State law and City
Ordinances.
BUILDING OFFICIAL'S REPORT-By David Lewis, Electrical Team Leader
AEP distributed residential underground service lateral specifications at the last Builders
Association meeting. Ken Griffin led the presentation and had representatives from the
Victoria. Beeville, and the central office present as well. Representatives from AEP said these
are optional at this point for home builders.
