Shane Torno, Lee Montgomery, and Robert Conolly were absent. *Board member, Bill Ewing Jr., missed roll call but arrived at 3:02 p.m. *Assistant City Attorney, Joseph Harney,missed roll call but arrived at 3:05 p.m. *David Lewis and Alonzo Garza were not able to attend the meeting. EXCUSED ABSENCES This item was skipped by Chairman Budd. According to City Ordinance, special called meetings do not require absences to count against board members. Comments by: Julie McCoy • Barbara Holly and Alonzo Garza need to submit a memo to the legal department so that the Ordinance change can be put on the City Council's agenda. The sentence reads: Alonzo Garza is not going to issue a release to AEP until work has been permitted and inspected. Kyle Budd does not remember Mr. Garza making that statement. Mr. Budd did mention that the statement was probably made directly to Julie McCoy. APPROVAL OR CORRECTION OF MINUTES—April 20,2005 (Special Called Meeting) A motion was made by Kyle Budd and seconded by Charles Sebbert to accept the minutes as written. The motion carried. LATEST INFORMATION ON STATE LICENSING This item was skipped due to the absence of Chief Electrical Inspector, David Lewis. AEP SERVICE REBUILDS- Guest: Billy Ashcraft with AEP • Apology made to Mr. Ashcraft by Kyle Budd for City staff not being present for the meeting. • Romeo Bazan, Chief Permit officer was pulled into the meeting to comment on electrical issues. Question for Romeo Bazan: Are you aware of the new City policy on after hour emergency reconnections? The policy is that AEP can go out disconnect and reconnect services and the electrician can come into the office and get a permit the next business day. Response:No. Not on an emergency. I am not aware of that. • Kyle Budd stated that they were told at the Development Services Advisory Group meeting that this policy was in place and it was a workable deal. Response: Does not think City should be holding the customer up because it's an emergency, weekend or night hours. Power should be put back on and the electrician can come back the next day and pull a permit. Electrical Ad viaory Board M inumr May I&2005 Page 2 of 0 �r rid • Kyle Budd stated that is the step in the right direction. • AEP Service Rebuilds has been on the agenda for the 8 month in a row. • Mr. Budd proposed a separate line item permit on the application for service rebuilds. • The separate line item would generate a temporary release and an inspection within 48 hours. • Mr. Budd called Ken Griffin with AEP and asked if he could have an AEP representative present at this months meeting. Mr. Griffin agreed to send Billy Ashcraft. BILLY ASHCRAFT,AEP REPRESENTATIVE • Knows what the City requires and AEP will not hook up if a connection is not to City standards. • Tries to work closely with contractors. • AEP will go out and reconnect services, hook up to the breakers and it is up to the contractor to energize the house. • AEP will support the City and any changes to rebuilds if needed. • Reconnect issue occurs often. Questions directed to Romeo Bazan How long have you been with the permit office? Response: I have been here for 15 years. In your past experiences with other Chiefs,was there ever a problem with service rebuilds? Only when customer would request temporaries and the Chief was not around. We would have to go to the next in command which was the Building Official. Current permit staff does not want to do temporary releases without authorization of the Chief Electrical Inspector. Would it be fare to say that if there was a line item on the permit applications that say service rebuilds that would automatically generate a temporary service release and an inspection in a 48 hour period, do you foresee a problem with that in your position as a Chief Permit Clerk? Response: We can create it and train employees on the item and system that would be used. There is a current system in place for electrical rebuilds where new electrical, remodel, rewire or rebuild to choose from. When the permit is issued, the inspector goes out, does the inspection and performs the release. Releases are usually done after 5:00 when they return to the office and make their entries. If staff does create a permit at 9:00 in the morning, it won't get inspected or released until the next business day, because inspectors have already left with their inspections from the previous day and/or inspections called in before 7:00 a.m. • AEP does not want customer connecting service themselves. Chairman, Kyle Budd, made a motion to generate an electrical release and have it inspected within 48 hours. The motion was seconded by Craig Loving. The motion carried. ARTICLE 250 OF THE NEC-USE OF ISOLATED GROUNDS This item was not discussed and a request was made to add this item back on the following month's agenda. The Chief Electrical Inspector, David Lewis was not present to give an update. BUILDING OFFICIAL'S REPORT-Alonzo Garza No report was given at this meeting, Interim Building Official,Alonzo Garza was not present. FUTURE AGENDA ITEMS • Article 250 of the NEC-Use of isolated grounds • Adding a representative from AEP to the board PETITIONS FROM THE AUDIENCE AEP representative, Billy Ashcraft was present and shared everyday standard procedures with the committee. Comments and suggestions by Mr. Ashcraft can be found under AEP Service Rebuilds. ADJOURNMENT A motion was made at 3:42 p.m. by Charles Sebbert and seconded by Martin Adrian to adjourn the meeting. The motion carried.
