I. Call to Order
The meeting was called to order at 8:45 a.m.
IL Roll Call
Board members present: Tina Vasquez,Michael Riley,Daniel Dibble, Craig Loving,
Billy Ashcrafl, and Jared Merdes, P.E.
III. Members Absence
Members absences were not addressed due to status of special called meeting.
IV. Approval of Minutes—November 6,2008
Mr.Loving motioned to approve the minutes of the November 6, 2008 meeting with minor
corrections noted, seconded by Mr. Dibble.
V. Review of 2008 National Electrical Code and Amendments
A. Chapter 1 -General
B. Chapter 2-Wiring and Protection
C. Chapter 3 -Wiring Methods and Materials
D. Chapter 4—Equipment for General Use
E. Chapter 5—Special Occupancies
F. Chapter 6—Special Equipment
G. Chapter 7—Special Conditions

The board continued to review the 2008 National Electrical Code and amendments. No
actions were taken during the discussion. There was discussion of how the City will
communicate the adoption of the 2008 NEC and its amendments to the contractors and
electrical suppliers on approval by City Council. Suggestions to e-mail notices to
contractors and post a notice at Development Services were identified. Mr. Vasquez also
suggested that notice be sent to suppliers. Mr. Maples spoke of the option to hold
workshops which allows for the delivery of the updates as well as a questions-and-
answers session.
VI. Review of 2006 International Energy Code and Amendments
Mr. Maples addressed the advisory board on the Energy Code and its amendments. He
informed that Dallas Fort Worth has already addressed this issue. He further informed
that because the process has been established by Dallas Fort Worth and the University of
Texas A&M University, City staff recommends to the boards to adopt the 2006
International Energy Code and Amendments as presented

B. Staffing Issues
Mr. Maples apprised of the Building Services staffing matters such as inspectors'
resignations, hiring of management assistant, electrical inspector transferring from the
water division, a mechanical inspector vacancy, two plan examiner vacancies, and one
plan examiner coordinator vacancy. Mr. Maples also informed the board that it is his
goal for Building Services to be customer services focus oriented
Mr. Vasquez inquired on how inspectors would be trained on the transition from the 2002
to the 2008 code.
Mr. Maples informed the board that recently inspectors were carrying a workload of up
to 25 inspections per inspector in a day.
Mr. Lewis commented on contracted inspectors and their credentials. He informed the
board that it is important to supports employees to obtain the required credentials.
Mr. Dibble made and inquiry on about what issues the City is encountering to bring
inspectors on board Mr. Maples responded thatbased on his knowledge and
observations, he believes the underlying factor is salary.
IX. Public Comment
Board members may not deliberate or make decision on any matter presented at
this time.The Open Meetings Act limits Board response to only two options:
1. a statement of specific factual information given in response to an inquiry
2. a recitation of existing policy in response to the inquiry
Any deliberation of or decision about the subject shall be limited to a proposal to place
the subject on the agenda for a subsequent meeting.
No one addressed the board during public forum.
X. Adjournment
Mr.Loving made a motion to adjourn, seconded by Mr. Ashcroft.
