Call to Order The meeting was called to order. II. Roll Call Board members present included: Tino Vasquez, Craig Loving, Michael Riley, Don Fretwell, Billy Ashcraft, and Jared Merdes, P.E., Board members absent: Lee Montgomery, Daniel Dibble, Bhasker Patel, and David Schury City Staff present include: Doug Maples, David Lewis, Jay Reining, and Rose lrigoyen A presentation on Selective Coordination of Electrical Distribution was conducted by Mr. Warren Conner for the Electrical Advisory Board meeting. III. Approval of Minutes—November 14,2008 Mr. Jared Merdes. P.E. made a motion to postpone the Minutes for November 14, 2008. Motion was second by Mr. Craig Loving. Motion carried unanimously. IV. Review of 2008 National Electrical Code and Amendments Mr. Lewis advised that staff was not recommending any change to the 2008 National Electric Code. The Board discussed procedures on items placed on plans. Mr. Maples added that an internal procedure such as plan checking and a check list would be implemented to identify the components which need to be placed on plans such as electrical, building and mechanical/plumbing. > He added that a check list would be put together and brought to the board for input and consideration. > The board continued discussion of cont-checks and the forms currently utilized It was discussed that the type ofform used would need to be verified by the Legal department, to confirm that it would contain all information in accordance with the code. ➢ Mr. Maples added that currently we do not have a comprehensive check list but the department is in process of creating one for each one of the disciplines and a check list for overall plans. This would give the person submitting the plans a very clear understanding what our expectations are. > When submitting to the Plan Intake department, they would not look for compliance but rather the major components being submitted At that time it would be advised, to continue for submittal, or rejection would take place. The Board continued discussion on new installations and procedures for existing ones. Requirements for permits were also discussed and engineering drawings. Mr. Lewis mentioned that the particular occupancy would be reviewed and other things would override and may come to play to any upgrade. Mr. Maples mentioned that it was important that the industry have input on this. SCANNED 1818. Mr. Maples mentioned that information needed seeking, regarding the kind of buildings Homeland security is looking for and how this code section originated. Mr. Reining added that Homeland Security would be setting up a facility located at the Corpus Christi International Airport. The Board continued discussion on 230.70: General Means shall be provided to disconnect all conductors in a building or other structure from the service entrance conductors. The readily accessible location was the main issue of discussion. Mr. Lewis mentioned that input was needed from the Fire and Police departments. Mr. Lewis brought up the 2006 Energy Conservation Code Mr. Maples added that they were additions to the Energy Code where 2003 has no amendments at alL. Mr. Maples referenced 505.2.1 Interior lighting controls duel switching from the International Conservation code. The Board discussed allowances and corn-checks. Mr.Loving motioned not to object the changes to 2006 International Energy Conservation Code. Mr. Fretwell seconds the motion and motion carried unanimously. V. Review, Discuss and Take Action and Adoption of Section 14-225(a)Licensing, Electricians The Board discussed Licensing renewals. Differentials with City licensing and State licensing requirements were discussed The amount of people to be affected was also considered. A clarification was made, that those individuals that are within the city of Corpus Christi that are licensed through the city, but not licensed through the state, would be precluded to perform. These people would have one year to comply with State Licensing. The board also considered the estimated amount of Journeymen to be lost in the transition A workshop was considered The board tabled this issue and took no action VI. Identify items to be placed on next Agenda Mr. Reining mentioned the need of Administrative Chapters (2008 Electrical Code) to be added to the agenda. Mr. Maples requested Article 100 Definitions of Historical Buildings and Townhomes. A concern for application request for vacant seats was expressed Mr. Reining also mentioned discussion was needed for a designated board meeting schedule for 2009. Building Official Report ➢ Mr. Maples mentioned that the department would be improving in inspection sequencing. He mentioned this would affect all the trades in the manner that all inspections would have to be done prior to any final inspection. > He also added that a backlog of inspections existed and the department would have to find a way to bring the department to a current status. ➢ Mr. Maples mentioned staffing. He added that there are two Building Inspector openings and steps have been taken to fill them. VIII. Public Comment None IX. Adjourn -Meeting was adjourned at 4:18 p.m. Presiding Officer
