Minutes of the Electrical Advisory Board
Special Meeting

I. Call to Order
The meeting was called to order at approximately 3:08 p.m.
II. Roll Call
Board members present: Tino Vasquez, Craig Loving, Bhasker Patel, Michael Riley, Don
Fretwell,Jared Merdes, William Pitchford
City Staff present: David Lewis, Catherine Mireles
111. Approval of Minutes:
December 11,2008,Special Meeting;
December 17,2008,Special Meeting;and
January 22,2009,Regular Meeting
Mr. Merdes motioned to accept the minutes as presented seconded by Mr. Patel. The motion
carried unanimously.
' IV. Review, Discuss,and Take Appropriate Action on Electric Utilities Vendor Requirements on the
following matters:
A. Height of weatherhead to 12'6"(above grade);
B. Grounding rod for all ground panels to change from No. 8 (copper) to No. 6 (copper)as the
minimum size;
C. All meter cans to be non-corrosive amend to aluminum.
After discussion of Items A, B, and C, the board opted to take the following action:
Mr. Riley motioned to Approve Items A, B, and C as presented on the attached amendment with
the following changes: the item outlined as Grounding Electrode Conductor Installation is
excluded since it was not listed on the agenda; add"or Structure"in Section 230.54(H), to read
"Mast or Structure"; and adding Table 250.66, and deleting reference "(A)". The motion was
seconded by Mr. Patel. The motion carried unanimously.
V. Review, Discuss, and Take Appropriate Action on the Adoption of the Administrative Provision
of Chapter 14
Board members opted to take no action on this item. After a brief discussion with Mr. Lewis
regarding the status of this item with no building official or staff attorney present, Mr. Patel
made a motion to table this item for future consideration. The motion was seconded by Mr. Riley.
The motion to table Item V carried unanimously.
VI. Review, Discuss, and Take Appropriate Action on the Adoption of the 2008 National Electrical
Code with Local Amendments
Mr. Riley made a motion to recommend to city council to accept the 2008 National Electrical
Codes with Local Amendments, seconded by Mr. Vasquez. The motion carried unanimously.

VII. Review and Discuss the Process of Inspections Request(s)on Active Permit Applications
Mr. Vasquez requested that this item be left on for future discussion with the building official.
X. Public Comments
Board members may not deliberate or make a decision on any matter presented at this time. The
Open Meetings Act limits Board response to only two options: 1)a statement of specific factual
information given in response to an inquiry; or 2)a recitation of existing policy in response to the
inquiry. Any deliberation of or decision about the subject shall be limited to a proposal to place
the subject on the agenda for a subsequent meeting.
No one addressed the board during open forum.
XI. Adjourn
The meeting was adjourned at 4:10 p.m.

ATTACHMENT TO SERVICE MAST OR STRUCTURE MUST BE NO LESS THAN 12'6"ABOVE
FINISH GRADE. SERVICE MASTS MUST BE SUPPORTED BY GUYIGN WHEN THAT MAST
EXTENDS MORE THAN 36"ABOVE STRUCTURAL SUPPORT.

SIZE OF ALTERNATING-CURRENT GROUNDING ELECTRODE CONDUCTOR--NEC 250.66
(A)...THAT PORTION OF THE CODUCTOR THAT IS THE SOLE CONNECTION TO THE
GROUNDING ELECTRODE MUST NOT BE SMALLER THAN 6 AWG COPPER WIRE OR 4 AWG
ALUMINUM WIRE.
PROTECTION AGAINST CORROSION AND DETERIORATION—NEC 300.6 (E)... METER
ENCLOSURES MUST BE CONSTRUCTED WITH ALUMINUM MATERIAL.
