Chairman, Jeanne Sughrue, called the meeting to order at 3:12 p.m. ,
in the Committee Room on the first floor of City Hall.
The first item of business was the Election of Officers. Chairman
Sughrue introduced two new Board members, Mr. Curtis Proske and Mr. Michael
Lippincott. A brief discussion followed regarding the election of officers
during which a nomination was made by Mr. Truax to elect Jeanne Sughrue,
Chairman. No other nominations were made. A motion was then made by Mr.
Truax, seconded by Mr. Sal Vetrano, and passed unanimously to elect Jeanne
Sughrue, Chairman by acclamation.
A nomination was made by Mr. Michael Dodson to elect Mr. Ashok
Nadkarni, Vice Chairman. No other nominations were made. A motion was then
made by Mr. Michael Dodson, seconded by Mr. Truax, and passed unanimously
to elect Mr. Nadkarni, Vice Chairman by acclamation.
The next item of business was the approval and corrections of the
minutes of the prior meeting on December 17, 1992. A brief discussion
■ � followed during which Chairman Sughrue stated that in her opinion Mr. Lee
W Montgomery and Mr. Charles Schultz had substantiated that Mr. Montgomery is
Zthe Master of Record for Electrical Specialists. Chairman Sughrue then
recommended that the minutes be clarified by indicating that (1) Mr.
Montgomery stated he kept his association with Electrical Specialist low
U profile because he also maintains a separate electrical engineering
consulting business, (2) that Mr. Montgomery substantiated that he spends
30 hours a week doing work for Electrical Specialist, (3) that Mr.
Montgomery is currently being paid by Electrical Specialist (600 dollars a
month) to be the Master of Record, (4) that Mr. Charles Schultz gave his
reason for not obtaining a Masters License as financial, and (5) that the
Board strongly recommended to Mr. Schultz to take the Masters exam.

Mr. Dodson suggested that the Board invite Mr. Rayburn back if he
wishes to pursue the matter further.
Mr. Eloy Salazar stated that if the Board wishes, Mr. Schultz has to
disclose any information the board requests.
Mr. Lorenzo Gonzalez, Building Official, explained to the Board that
at the last regular meeting a discussion was held to reach a determination
whether there was sufficient evidence to proceed with a hearing. The final
determination was that there was not sufficient evidence to proceed with a
hearing. However, had the Board decided to proceed with a hearing, then at
that time the Board could have requested that Mr. Schultz provide additional
documents. Mr. Gonzalez added that the Ordinance does not require Mr.
Schultz to provide any documentation and clarified that the issue is whether
the Master of Record is satisfying the criteria of the Ordinance, or whether
Mr. Rayburn has a personal grievance due to his dismissal from the other
company.
A motion was made by Chairman Sughrue, seconded by Mr. Truax, and
passed unanimously to amend the minutes to reflect the items identified
during the discussion.
Mr. David Lewis, Electrical Inspector, submitted a report of the
examination and licensing activity of the previous month and an Inspection
Summary Report for the Board's information and consideration. Mr. Lewis
clarified that with the adoption of the new Ordinance, the Examinations
would be administered through the Block Testing Program on a quarterly basis
rather than on a monthly basis. The exams for the first quarter are
scheduled for the first Monday in April 1993.
Mr. Truax made a motion, seconded by Mr. Michael Dodson and passed
unanimously to concur with the examinations committee report.
Under current concerns and events, the Board reviewed a letter
addressed to Mr. John Hudson, Chief Electrical Inspector, from Mr. Rayburn
concerning Electrical Specialist. Chairman Sughrue stated that the Board
needs to be very vigilant when considerations for hearings come before the
Board. She added that she would like to monitor activity concerning
Electrical Specialists and Lee Montgomery and whether Mr. Schultz follows
the Board's recommendation to obtain a Masters License.

Mr. Dodson suggested that the Board address the letter submitted by
Rayburn. Chairman Sughrue suggested that the Board contact Mr. Schultz in
April to encourage him to pursue a Masters License. No action was taken on
either suggestion.
The meeting was adjourned at 3:57 p.m.
