Building Official Olga Carrion, Clerk Typist II Chairman Miller called the meeting to order at 2:02 p.m. , in the Committee Room on the first floor of the City Hall. The first item of business was the approval and corrections of the minutes of the prior meetings May 14, 1993 and June 10, 1993. A motion was made by Mr. Mike Sutton, seconded by Mr. Rob Hurst, and passed unanimously to approve the minutes of May 14, 1993. The next item was the discussion and consideration to recommend Z amending the permit fee schedule items (a) Section 5, General Provisions, Qparagraphs A and B. UMr. Lorenzo Gonzalez, Building Official, explained that this item CO had been discussed previously, but that final action had not been taken. :;e added that the board had discussed recommending removal of the 24 hour waiting period and adding a progressive discipline process. Mr. Gonzalez, clarified that development of the progressive discipline process needed coordination with the legal department. P.O. Box 9277 • Corpus Christi, Texas 78469-9277 • (512) 880-3000 V\/`01• 460 Mechancial Plumbing Advisory Board City of August 12, 1993 Corpus Page 2 Christi Mr. Gonzalez suggested that the board pass a motion to recommend removal of the 24 hour waiting period, with the details regarding the handling of administrative charges and progressive discipline to be coordinated with the legal department. Mr. Sutton inquired about the complaints and how they were processed. Mr. Gonzalez clarified that the Inspection Division investigated complaints and had forms that could be completed in person or by phone. He added that once a complaint is filed and pursued to prosectution the individual filing the complaint would need to bear witness. He added that in many cases the complainant will not testify. Mr. Rector, expressed the opinion that the City was only collecting 25 to 30 percent of the permit fees in comparison to the amount of work going on. He added that the only inspections being done are those for which a permit had been obtained. His concern being that unlicensed people are not getting permits because of the 24 hour time period and if the 24 hour time period were dropped permit fees would escalate. After some discussion the board developed the concensus that if the legal department did not have a problem with the previous ordinance pertaining to administrative fees that the ordinance be changed to the way it was before. A motion was made by Mr. Zernie Smith, seconded by Mr. Mike Sutton to recommend removal of the 24 hour waiting period, the assessment of an administrative fee of $200, and the development of a progressive discipline program as previously discussed with legal department review to be incorporated into the code. Mr. Miller inquired about Chapter 11, Paragraph 11.01.1 Food Handling of the Plumbing Code. He expressed concern regarding lack of enforcement and requested a review of its enforcement by the Inspectors. The meeting was adjourned at 2:40 p.m. Lo nz r zale . . Proposed Plumbing Section 4 (B) : New Residential Construction: The fee schedule for new one and two-family dwellings, apartments, townhouses, and condominiums shall be 3.5 cents per square foot of the building area excluding garages, front porches, and other attached building sections totally open to the environment and containing no plumbing fixtures.
