ELECTRICAL ADVISORY BOARD
AUGUST 19, 1993

Chairman, Sughrue, called the meeting to order at 3:15 p.m. , in the
Committee room on the first floor of City Hall.
The first item of business was the approval and correction of the
minutes of the prior meeting on July 15, 1993.
Chairman, Sughrue inquired about a comment made by Mr. David Lewis,
Electrical Inspector and requested that the minutes be reviewed and revised
to include reference to his statement.
LV A motion was made by Mr. Benavides, seconded by Mr. Salazar to approve
the July 15, 1993 minutes with the exception of Mr. Lewis's statement. The
motion passed unanimously.
• Q The discussion of Section 13-87 Supervision of and Responsibility for
Vwork was the next item of business.
Mr. Robert Shake reminded the Board of his concerns regarding jobs being
performed by unlicensed individuals, the need for an additional inspector and
the changing of the journeyman/apprentice ratio.
Chairman Sughrue, then stated that a report was being prepared by
a sub-committee which includes addressing some of the concerns Mr. Shake
had voiced.

Mr. Salazar stated that the purpose of the sub-committee was to evaluate
whether an additional inspector was needed for policing and which may address
Mr. Shake's issues.
After a lengthy discusssion concerning the City's present ratio, Mr.
Degal with Scott Electric explained that licensed journeyman should not be on
the job unsupervised. He added that in his opinion licensed individuals are
loading up with apprentices thus manipulating the City Ordinance which may
lead to major potential problems.
Mr. Gonzalez, Building Official suggested that the board allow the
staff time to develop a survey and poll the construction industry before
developing a recommendation on a ratio change.
Chairman Sughrue also suggested that an employee job site sign in sheet
be made for each job and sent out along with the survey form.
Mr. Shake questioned the purpose of the survey, if an individual or
company is comfortable with the present ratio.
Mr. Hudson Chief Electrical Inspector, reported that there had been at
least 25 cases filed within the last three or four months on individuals
working without a license and/or supervision.
Chairman Sughrue stated that in her opinion conducting a survey
would get the attention of violators and that her concern, after reviewing
electrical examination scores, was the lack of skilled workers on the
job. Chairman Sughrue added that she would strongly consider recommending
an additional inspector.
Mr. Hudson stated that changing the ratio would not do any good if
the personnel was not available to investigate.
Mr. Gonzalez suggested that in proposing additional personnel the board
would need to have a thorough recommendation.
A motion was made by Mr. Dodson, seconded by Mr. Salazar to draft
a survey form to poll the industry, motion passed unanimously.
The sub-committee announced a meeting for Thursday, August 26, 1993
at 3:00 at City Hall.
The discussion of Re-out Inspection was the next item of business.
Chairman Sughrue reminded the Board that Mr. Cowling had requested a
review of the 24 hour re-out criteria for commercial buildings.

Mr. Gonzalez stated that the problems with the Re-out Inspection
criteria were basically the lack of communication and the fee. He added that
the fee was to be adjusted.
Mr. Griffin with CP & L explained the procedures on applying for
electrical service. He also stated that the time frame in the ordinance was
easy for them to work with.
Chairman Sughrue stated that she would like for the City to notify the
public on the Utility Bill regarding the City Re-out Inspection process.
Mr. Gonzalez, suggested that the board defer action until a public
awareness program is undertaken.
Mr. Shake thanked the board for hearing his concerns and expressed
interest in serving on the electrical advisory board.
The meeting was adjourned at 5:10 p.m.
