ELECTRICAL ADVISORY BOARD
SEPTEMBER 16, 1993

Chairman Jeanne Sughrue, called the meeting to order at 3:25 p.m. in the
Committee room on the first floor of City Hall.
The first item of business was the approval and correction of the minutes
of the prior meeting on August 19, 1993. A motion was made by Mr. Truax,
seconded by Mr. Salazar to approve the minutes with the additional correction
made by Mr. Hudson. The motion passed unanimously.
The next item of business was the review of applicants for the scheduled
October 4, 1993 Electrical Examinations. Mr. Hudson, Chief Electrical Inspector
briefly reviewed the list of applicants for examination.
The next item was the presentation of a report by the research sub-
committee on staffing levels.

Mr. Salazar made a brief presentation stating that in 1946 the electrical
staff consisted of three (3) Field Inspectors and one (1) Chief Electrical
Inspector and that presently the City was still operating at the same staffing
level. He added that the City's growth has increased tremendously. In 1950 the
Q population was 108,287 and in 1990 the population was 257,453 and yet the
staffing level remained the same. He stated that other issues which resulted in
�.J increased inspections were Re-Out inspections for commercial and residential
CO properties, the adoption of the latest code of the 1993 National Electrical Code
and the number of complaints being filed that were not followed up due to the
lack of time and staff.
Mr. Salazar clarified that for the record that the information provided for
staff was to be used for support only.

Mr. Jerry Matthew stated that in his opinion administrative fee charges for
licensing and permitting violations should be adopted and enforced.
Chairman Sughrue requested that the board review and discuss this matter
at next month's meeting.
After a brief discusssion a motion was made by Mr. Salvatore Vetrano
seconded by Mr. W. B. Truax to accept the committee's report and to consider
recommending to the City Council the need for an additional inspector. The
motion passed unanimously.
The next item was the discussion to consider recommending expansion of the
Board.
After a general discussion to add two (2) additional seats on the board,
no action was taken.
The next item was the discussion of Public information efforts for public
awareness.
Mr. Hudson, Chief Electrical Inspector stated that Mr. Gonzalez had
contacted the Utility Department regarding a notice on the back of the City's
Utility statement. He added that specific details for handling the notice had
not been worked-out and follow-up would be taking place.
The next item of business was the receipt of petitions from the audience.
Mr. Sam Cowling expressed concern regarding the re-out inspection
provisions. He reminded the board that he had requested that the re-out
inspection criteria for commercial buildings be redefined. He also added that
the 24 hour time frame for commercial buildings was too short and asked if the
ordinance excluded holidays and weekends.
Chairman Sughrue stated that the board would do a follow up and requested
that this item be placed on next month's agenda for discussion and consideration.
The meeting was adjourned at 4:50 p.m.
