MINUTES OF THE REGULAR MEETING
OF THE
MECHANICAL PLUMBING ADVISORY BOARD
OCTOBER 14, 1993

Chairman Miller called the meeting to order at 2:03 p.m. , in the Committee
Room on the first floor of City Hall.
The first item of business was the approval and corrections of the minutes
of the prior meeting of September 9, 1993. A motion was made by Mr. Lew Larson,
seconded by Mr. Mike Sutton, and passed unanimously to approve the minutes.
The next item of business was the discussion and consideration to recommend
adoption of ANSI/ASHRAE Standard 15 - 1992 "Safety Code for Mechancial
Refrigeration" as a standard for the City Mechancial Code.
. Chairman Miller explained that the purpose of the discussion was to
cuwsider recommending the incoi )oral ion of. ANSI/ASHRAE Standard 15 - 1992 dealing
with Mechancial Equipment Safety requirements as a City standard.
Chairman Miller introduced Mr. Chris Graham with the Kerry Corporation and
Stanley Bond with CCAD.
Mr. Graham made a brief presentation on ASHRAE, American Society of
Refrigeration Air Conditioning Engineers, describing it as the governing body for
the HVAC Industry.

Mr. Bond provided an overview of ANSI/ASHRAE 15 -1992 'Saf .iy: Code for
Mechancial Refrigeration. He explained that the safety code wasfirst published
in 1930 as American Standard B9, and recently re-published as ANSI/ASHRAE 15 -
1992. Mr. Bond then reviewed the code related occupancy classifications,
refrigerant system ciassificat:ons, the requirements for regrigerant use; design
of equipment and systems; and the installation requirements.
Mr. Graham stated the purpose for the Standard was to promote safety in
construction, and the installation and operations of refrigerant systems. The
primary reasons for the new ANSI/ASHRAE 15 -1992 Standard were identified as 1.
legislative changes and 2. safety.
Chairman Miller explained that ANSI/ASHRAE 15 - 1992 Code was not included
in the 1993 SBCCI proposed amendments.
The board members expressed concern that the Mechanical Code would not
cover requirements associated with the changing of refrigerant units.
Mr. Kirbow responded that a permit was not required to retro fit a chiller.
Mr. Larson pointed out that the changing of a gas refrigerant should
require some kind of authorization.
Mr. Kirbow explained that in proposing to adopt the standard a rear:ew of
permit criteria would be necessary.
After a brief recap a motion was made by Mr. Rector seconded by Mr. Marek
to recommend amending the 1991 Mechanical Code to include the ANSI/ASHRAE 15 -
1992 as a referenced standard, once the current adoption process is completed.
The motion passed unanimously.
The meeting was adjourned at 3:02 p.m.
