The first item of business was the approval and corrections of the minutes of the prior meeting of December 9, 1993. A motion was made by Mr. Ronald Murray, seconded by Mr. Lew Larson, and passed unanimously the approve the minutes. The next item of business was the discussion and review of Plumbing Code Section 922 Required Minimum Facilities. Chairman Miller referred to last months discussion regarding the Standard LLI Plumbing Code 1985 to the 1991 tables of required facilities for male/female and that staff would be contacting the SBCCI for information as to how they had arrived to those figures. QMr. Kirbow, Chief Mechancial Plumbing Inspector, stated he had contacted USBCCI staff but that he had not as yet received a response. He explained that C/3a follow-up letter would be processed. After a brief discussion no action was taken. Mr. Terry Whitmire with Whitmire Air Conditioning, inquired about the procedure for taking out a Mechanical Plumbing permit for a new construction project. P.O. Mr. Whitmire then asked whether a customer that was in need of a change-out as soon as possible need to get the permit right away. Mr. Kirbow, responded that there was no reason for him not to come down and get the permit and if he could not come in, he could call in or mail the application for the permit with the postmark for that same day. He added that he wanted everyone to understand that all change outs and/or replacements are not an emergency and did not need to be done right away. Mr. Zernie Smith, disagreed adding customer concerns. Mr. Whitmire requested a definition of an emergency from the City and stated that if he did not agree with the City's definition, he would proceed to have the code changed. Mr. Kirbow, read Code Section 103.1.1.15 (Emergency Work) regarding code compliance. Mr. Flores with Portairs Air Conditioning Furniture and Appliance inquired about the City's criteria regarding bathroom exhaust fans being vented to the outside and requested a clarification of Code Section 308.2.3. A brief discussion followed during which it was pointed out that venting continues to the outside envelope of the structure and that duct system are as specified by the Code and/or the manuafactures specification. Chairman Miller, thanked Board Members Zernie Smith, Lew Larson, Reed Glendenning and Rob Hurst for accepting another 2 year term on the Mechanical Plumbing Advisory Board.
