The meeting was called to order by Chairman, Kyle Budd at 3:00p.m. The first item of business
was roll call. George Canales was absent. Robert Shake made a motion to excuse Mike Carranco
for his previous absence. Motion passed unanimously.
The next item of business was the approval andlor corrections of the minutes for the meeting date
` of October 21, 1999. First correction to the minutes was the date on the minutes to be corrected to
October 21, 1999. Joe Hemandez requested a change to the overall (scope of the code)to reflect
instead of 90.2(b)5 reference in lieu of the Utility Code. All discussions on the Item 90-2(b)5 scope
of the code was tabled until December 1999 meeting. There was a petition from the audience not
recorded on the minutes, Mr. Morin questioned the rule on air conditioner disconnects.
The next item of discussion was the Building Official's Report. Arthur N. Sosa, Building Official
addressed the software update. Mr.Soso stated that there were no changes,the software had been
corrected, and sent back to the vendor. An electronic draft copy would be ready for viewing in
February 2000,target date for Phase 1. Art also mentioned that the Administrative Chapter of the
Technical Construction Code would be ready for discussion by the board beginning In April of
411/ 2000.
The next item of business was the review of the proposed revisions to the 1999 NEC Code. Art
Sosa stated that the Electrical Advisory Board members would have an opportunity to view a draft
copy before submittal to City Council.
The next item of business was the discussion of Old and/or Pending business. After a discussion
of the NEC Code#1 Table 90-2(b)Ralph Skinner made a motion to approve as written John Bartham
seconded the motion. Joe Hernandez opposed. Withdraw 210.11.3(c)limit to 3 receptacles as
appliance circuits. Ralph Skinner made a motion to approve bathroom bath circuits at least 1-120
volt circuit to supply receptacle outlets,no more than 3 outlets per circuit. Robert Shake seconded
4111, the motion. Tabled items-210-52(a), Kyle Budd made a motion to add-exception#3 to 210.52(b)2

` Willie Flemmings,seconded the motion. Ralph Skinner made a motion to Table the discussion for
the NEC 1999 Code and the Scope of the Code 90-2(b) until legal staff was present. Robert Shake
seconded the motion to approve the Table items for December 1999.
There were no petitions from the audience.
Ralph Skinner made a motion to adjourn the meeting. Meeting adjourned at 5:30p.m.
