Ethics Commission
City of Corpus Christi, Texas

Chairman James Cramer called the meeting to order at 5:30 p.m., then called the roll. The following
members were present:
James R. Cramer, Chairperson
Ken Bung
Jennifer Dragoo
Harry Hallows
Bill Strawn
The following members were absent:
Linda Figueroa, Vice-Chairperson
Melvin Bohannon
Haysam Dawod
Laura Hebert
City Attorney Carlos Valdez and First Assistant City Attorney Jay Reining were present.
The Commission reviewed and approved the minutes of meetings on August 12 and December 9, 2010.
The Commission reviewed the Review of Annual Report prepared by the City Attorney.
Since the City Attorney had not issued any public opinions related to the Code of Ethics the Commission
did not discuss or review any City Attorney opinions.
The Commission continued its review of the City's Code of Ethics(Article V, Chapter 2, Code of
Ordinances), including review of current Rules of Conduct vs. Ethics Commission last proposed
amendments. The Commission discussed the third paragraph of§2-310, §2-311(7), the definition of
substantial interest in §2-312, and§2-330, and requested staff to prepare recommended language to
amend the provisions. During the discussion of§2-330,which relates to the processing of complaints,
the Commission adopted a motion to request that the City Manager put the process for filing a complaint
on the City website with a link to the appropriate forms.
The Commission initiated its review of the forms used for the annual and supplemental financial
disclosure reports. The Commission requested that the staff review the current form and recommend
revisions at the next meeting.
There were no members of the public present, and no public comments were received.
The Commission placed the following topics on the agenda for the next meeting:
Review and approval of minutes of February 10, 2011 meeting.
Review and discussion of any public opinions related to the Code of Ethics issued by the City
Attorney.
