Jennifer Dragoo called the meeting to order a 5:30 p.m. Rail was called. The following members were present:
Melvin Bohannon ABSENT:
Ken Bung Haysam Dawod
Harry Hallows
Bill Strawn
Larry White
Matt Topellan
Senior Assistant City Attorney Lisa Aguilar and Interim Director of Municipal Court Jay Reining were present as was
Laurie Ledesma-Garcia from the City Attorney's Office. Stacie Talbert Assistant Director of Parks and Recreation also
attended.
Minutes were read and approved with corrections made to the Ethics policy paragraph.
NEW ETHICS COMMISSER
Matt Topelian was introduced as our newest Commissioner. Mr.Topelian is retired from the Department of Homeland
Security.
CODE OF ETHICS FOR JUVENILE CASE MANAGERS
Provision for employees regarding confidentiality between city employees and juvenile.
ETHICS COMPLAINT FORM
Commissioners agreed the current form does not require enough information. A new form was drafted by Jennifer
Dragoo. Forms from Austin and Houston were used as samples. She has asked the Commission to review and make
suggestions. A suggestion was made to provide for the form in Spanish and on the City's website along with the
ordinance.
DEFINITION OF"TRANSACTION"
Suggestion was made to change transaction to business transaction which was passed and added to the Ordinance.
DATE ORDINANCE GOES BEFORE COUNCIL
The Ethics Ordinance will go before Council on March 20,2012.
NEXT ETHICS MEETING
Jennifer Dragoo made a request to have the next meeting moved from April 12, 2012 to April 19,2012.

The Commission placed the following items on the agenda for the next meeting:
Review/discussion on code of ethics for Juvenile Case Managers.
Review/discuss complaint form
Review/discuss ethics ordinance
The Commission adjourned 6:45 p.m..
