Ethics Commission
City of Corpus Christi,Texas

Carlos Valdez, City Attorney, called the meeting to order at 5:30 p.m. Roll was called. The following members were
present:
Karon Connelly ABSENT:
Ken Bung Matthew Topellan
Harry Hallows Melvin Bohannon
Michael Rivera Bill Strawn
Larry White
Haysam Dawod
City Attorney Carlos Valdez and First Assistant City Attorney Alison J. Logan were present as was Josie Everett Castillo
from the City Attorney's Office.
NEW ETHICS CHAIR
Karon Connelly was elected by the Commission as Temporary Chair, Karon lead the commission's election of a
Chairperson and of a Co-Chairperson.
Haysam Dawod was elected Chair. Karon Connelly was elected Co-Chair.
READING OF MINUTES
The May 8, 2012, minutes were read and approved. No changes were made.
JURISDICTION OF COMMISSION
Alison discussed §2-329 (Jurisdiction of commission)of the Municipal Code. She informed the Commission that the
commission has no jurisdiction over city employees, only the employee's boss,the City Manager, and/or the Assistant
City Manager's have this jurisdiction.
ETHICS COMPLAINT FORM
Carlos felt the change,from five to one employee complaint would be very beneficial.The on-line form was discussed and
commended.
ETHICS ORDINANCE
Carlos discussed how he felt the Ethics Ordinance was confusing and that the section the Commission had worked on
(conflict of interest) had been clarified and was much better written.
NEXT ETHICS MEETING
The Commission discussed the possibility of going back to monthly meetings.The next meeting is set for Thursday,
August 16, 2012, at 5:30 in the Executive Conference Room,-5th Floor.
ITEMS FOR NEXT AGENDA
The Commission placed the following items on the agenda for the next meeting:
Review/discussion on reviewing dates to review election financial reports
The Commission adjourned 6:10 p.m.
