Haysam Dawod, Chair, called the meeting to order at 5:03 p.m. Roll was called. The following members were present:

First Assistant City Attorney Alison J. Logan was present as was Josie Castillo from the City Attorney's Office.
ORDER OF BUSINESS
Question arose by Chair Dawod as to whether the sequence of the Agenda must be followed during a meeting or if the
order can be taken out of sequence. Ms. Logan stated it was up to the Chair to decide.
READING OF MINUTES
The November 8, 2012, minutes were read and approved. No changes were made.
COUNCIL MEMBERS ATTENDING CITY BOARD COMMISSION AND/OR COMMITTEE MEETINGS
Ms. Logan first explained why this question came to being. [SAC members Stan Hulse and William Gholdsteen spoke on
behalf of[SAC's desire that District 4 City Council member Colleen McIntyre attend its meetings so she can hear
comments from all of the [SAC members.After a lengthy discussion, a motion was made by Commissioner Connelly,
seconded by Commissioner Hallows, and the majority agreed (Commissioner Bung and Commissioner Strawn opposed),
that Legal would consider the current rule and amend same incorporating language permitting council members to
appear before advisory committee or advisory board meetings only and, if a conflict arises,the council member must
immediately disclose, recuse, and leave the room during discussion.The verbiage of the new amended proposed rule Is
to be brought before the Ethics Commission at next month's meeting.
ETHICS COMMISSION CODE
All commissioners were instructed by the Chair to peruse the Ethics Commission Code in its entirety and mark any
possible changes and/or possible improvements.All proposed changes are to be brought before the Commission at the
May 2013 Ethics Commission meeting.
ETHICS COMMISSION MISSION STATEMENT
The Ethics Commission Code preamble is to be tweaked into a one sentence mission statement. Same will be addressed
at the May 2013 Ethics Commission meeting.
NEXT ETHICS MEETING
The Commission discussed the possibility of going back to monthly meetings.The next meeting is set for Thursday, April
11,2013, at 5:30 in the Executive Conference Room, -5th Floor.
ITEMS FOR NEXT AGENDA
The Commission placed the following items on the agenda for the next meeting:
Review/discussion on reviewing proposed verbiage from Legal rewording of Item#16 from the City of Corpus
Christi Code of Ethics Ordinance allowing Council members to attend advisory committee or advisory board
meetings
The Commission adjou ed 6: 6 p.m.
