Minutes of the Ethics Commission Meeting on February 19,2015
ACM Conference Room-5u'Floor City Hall—1201 Leopard Street
The meeting was called to order by Karon Connelly,Vice Chairperson, at 5:30.
1. Roll Call. The following members of the Ethics Commission were in attendance: Alicia
Benavidez, Ken Hung Karon Connelly, David Ghably, Harry Hallows, Arthie Lee Perez, Larry
White and Rod Wolthaff. Absent Dr. Dawod. City Staff in attendance: Assistant City Attorney
Lisa Aguilar.
2. The Ethics Commission reviewed minutes of previous meeting. A motion was made by Rod
Wolthoff to approve the minutes; second by Arthle Lee Perez. All in favor; none opposed.
Motion carried.
3. Ethics Commission procedures:A)Hearing Guidelines,B)City Code of Ethics Amendments, C)
Complaint Form;D)Checklist for complaint; and E)Correspondence related to Ethics Complaint
The Ethics Commission reviewed the correspondence related to Ethics complaint drafted by
Rod Wolthoff. Mr.Wolthoff will combine the letters Into one letter for review at next meeting.
The Ethics Commission reviewed the Code of Ethics Amendment. The Commission discussed
amending 2-311 (a) to change "rules of conduct" to "Rules of Conduct (Section 2-311)". The
Commission discussed deleted "s" in "complainants" in Section 2-330 (c). The Commission
discussed modifying Section 2-334 to clarify that the Commission will submit its
recommendation concerning a City Council member or City Council appointee to the full City
Council; and that the Commission will submit any recommendations regarding City employees
to the City Manager. Motion made by Harry Hallows, second by Ken Bung, to amend the
ordinance per the discussion and per version marked up by Karon Connelly. All In favor, none
opposed. Motion carried.
The Ethics Commission discussed the complaint form and discussed whether the form Includes
specific rules of conduct alleged to have been violated. The Commission discussed City Council
meeting scheduled for March 10 to discuss proposed amendments to the Code of Ethics.
4. Public comment. There was no public comment.
5. Next meeting: The Commission to review sample ethics complaints; Mr.Ghably will prepare
some sample complaint forms. The Commission will continue review of complaint
correspondence.
6. Adjournment. ting was adjourned at approximately 6:25.
