ACM Conference Room-P Floor City Hall—1201 leopard Street
The meeting was called to order by Dr. Haysam Dawod,Chair,at 5:41.
1. Roll Call. The following members of the Ethics Commission were In attendance: Chair Dr.
Haysam Dawod, Alicia Benavidez, Ken Bung, Harry Hallows, Larry White and Rod Wolthoff.
Absent Karon Connelly, David Ghably and Arthie lee Perez. City Staff in attendance:Assistant
City Attorney Usa Aguilar.
2. The Ethics Commission reviewed minutes of previous meeting. A motion was made by Ken
Bung to approve the minutes,second by Rod Wolthaff.All in favor;none opposed.
3. The Ethics Commission began review of the"Improving the Ethics Code" powerpoint report.
Motion by Harry Hallows,second by Ken Bung,to table the discussion and entertain each of the
topics at future meetings. The Commission discussed need to allow sufficient time to discuss
the topics and also need to finish the work already begun by the Commission before proceeding
with review of the recent report. All in favor,none opposed.
4. Ethics Commission procedures: A) City Code of Ethics Amendments, 8) Correspondence
related to Ethics Complaint,C)Complaint form
4C) The Ethics Commission reviewed sample complaint form prepared by David Ghably, and
discussed several changes to the form,to be forwarded to David Ghably. Motion by Ken Bung,
second by Harry Hallows to table 4C)until next meeting. All In favor,none opposed.
4A)The Ethics Commission discussed moving forward to Council for approval of the previously
approved recommendations.
S. Review of reports filed with City Secretary's office. The Ethics Commission began review of
campaign reports and requested further direction from qty Legal department. Motion by Rod
Wolthoff to table for further clarification next meeting;second by Ken Bung. All in favor, none
opposed.
6. Public comment. None.
7. Next meeting: The Commission set meeting date on May 7, 2015. Topics will include:
continue review sample ethics complaint form,discuss presence of City Attorney staff at Ethics
Commission discussions related to city official complaints;review campaign forms.
8. Adjournment. The meeting was adjourned at approximately 6:50.
The foregoing minutes of the meeting of the Ethics Commission were approved on 5-A 4-5^ by
the Ethics Commission.
